They agreed to reduce poverty by 2015 or earlier. zxxk 2.What does the Human Development Index measure? zxxk It measures a country’s achievements in three ways: life expectancy, education and income. 3.What are the first two Development Goals? To reduce poverty and hunger, and make sure all children have education up to the age of 11.
