2 Employment and Training Administration DEPARTMENT OF LABOR ETA Trade Adjustment Assistance The TAA Program Assists Workers Who Suffer a Job Loss Due to Elements of U.S. Foreign Trade, Such as Imports or Offshoring. First Established in the Trade Act of 1974, the American Recovery and Reinvestment Act of 2009 Significantly Reformed the Program

4 Employment and Training Administration DEPARTMENT OF LABOR ETA Expanded Eligibility  Service Workers & Public Agencies  Relocation to Any Foreign Nation  Component Producing Worker Groups  Automatic Certification for Worker Groups Covered by Affirmative Injury Determination by the US ITC

5 Employment and Training Administration DEPARTMENT OF LABOR ETA Increased Benefits - Training  Increases Funding to $575 Million  Allows for Part-Time Training  Allows Time for Pre-Requisites  Pre-Layoff Training with Certification  Training not Limited to WIA Approved List  Enhances On-the-Job Training  Requires “Benchmarks”; Eases Payment Rules

7 Employment and Training Administration DEPARTMENT OF LABOR ETA Increased Benefits - ATAA  Alternative Trade Adjustment Assistance Now Called: Reemployment TAA  Age Requirement Remains 50  Allows for RTAA and TRA  Subtracts Weeks of TRA Already Paid  Allows for Part-Time Training and Part-Time Employment  Increases Qualifying Wage Max to $55k  Increases Benefit Amount to $12k  Changes Eligibility Period

8 Employment and Training Administration DEPARTMENT OF LABOR ETA Increased Benefits - Case Management  Requires Case Management to be Provided  Case Management Funding  Base $350k per State for Employment and Case Management  Requires 1/3 of the 15% Provided for Administration be used for Case Management Services

9 Employment and Training Administration DEPARTMENT OF LABOR ETA Increased Benefits - Job Search and Relocation  Raises Job Search Allowance to $1,500  Raises Relocation Stipend to $1,500  100% of Allowable Costs  Still Subject to the FTR
