4 Activities of Phase I (August – December 2012): Capacity Building for Local Service Provider 1.Training on MS project and Project Time Management, 3 days training on MS project (16-18 August 2012) with 6 participants from EDC and 16 participants from SNRMPEP (conducted in VTE). 2. Coaching and mentoring (Distant coaching), 13 sessions starting from September to December 2012 for EDC consultants. 4

5 Outcomes of Phase I MS project training using 5 Sub-projects of SNRMPEP 1)Sustainable Livestock Health Management System for Champasak Province. 2)Integrated Rice Based Farming for the Commercialization of Organic Rice cultivation in Wapi District, Salavanh Province. 3)Promotion of Commercialized Livestock Production in 5 districts of Attapeu province. 4)Poverty Reduction through Promotion of Sustainable Cattle Raising in Kumb Ban Wang Pango, Kaleum District of Sekong province. 5)Promotion of Integrated Rice Based Farming System in coordination with private sector in Huae Thuat Irrigation scheme in Champhone district of Savannakhet Province.  Promotion of pig raising in …….village – Template for training exercise -- Using Lao language.  Project status report – 28 December 2012 5

7 Lessons learned of Phase I Good points Constant support from Lead consultant through out 13 coaching session engagement, including provision of records of virtual meetings and links to useful MS Project source for extra learning. Flexibility in time arrangement of the coaching sessions of both sides (PSI Solutions and EDC). Flexibility of the EDC consultant as a team learning and sharing (5 consultants plus 2 back stoppers). Support of managers of sub-projects in providing information to be used for the coaching. Support from Team Leader in attempting to coordinate with sub- projects. 7

8 Lessons learned of Phase I Challenges “Goto Meeting” program used for virtual meeting/coaching needs time to set up and prepare in advance– not always smooth. No all 13 sessions could be participated by 5 EDC consultants at once (due to working locations are not allowed for Internet connection). Not all information could be obtained from 5 sub-projects to allow the completion of whole picture of sub-projects using MS Project program (due to unavailability of the person in charge to be able to provide complete set of information related to sub-projects). The MS Project coaching used English written form, while the information received from the sub-projects are in Lao. Translation into English consumed extra time. The applications of MS Project and the materials to be used in the training for sub- project mangers shall be all in Lao to make it for users. This will require extra time and effort. 8

9 Phase II: Capacity Building for Managers of SNRMPEP (February to April 2013) Overall objective: to provide participants at SNRMPEP provincial /district offices with necessary skills to manage projects using MS-Project. 9

10 Phase II: Road Map 1)15 January 2013: Kick-off meeting for Phase II preparation and implementation (including report on Phase I outcomes): – Agreement on training and coaching agenda, dates and venue, participants and selection. – Things to be done towards the first training for sub- project managers. 4) February to April 2013: Training and coaching implementation for Sub-project managers in 5 provinces. 10

11 Phase II: Tentative training agenda- Proposed Approach (1) Training 5 days training for 20-25 participants who are key MS Project users, 4-5 selected sub-projects managers per province. 5 EDC consultants will provide training, and one-on-one coaching to the participants (1 consultant to 4-5 participants/province). Dates: 11 -15 February 2013 (?). On-site coaching 3 days visit for refresher training/on-site coaching for 2 sub-projects per province. 2 EDC consultants will engage in the visit. Dates: 2-3 weeks after the training. Distant coaching Each EDC consultant will provide 4 days distant coaching support to 2 sub-projects per province. Dates: intermittent over 2 months period after the training. Communication means: Telephone, Skype, Go to Meeting (?) 11

12 Phase II: Tentative training agenda- Proposed Approach (2) Training 4 days training for 10-15 participants per province. The participants are key MS Project users of sub-projects at provincial and district levels. 2 EDC consultants will provide training and coaching to the participants (1 consultant to 5-7 participants). Dates: starting from 11 -15 February 2013 on wards (?). On-site coaching 3 days visit for refresher training/on-site coaching for 2 sub-projects per province. 2 EDC consultants will engage in the visit. Dates: 2-3 weeks after the training. Distant coaching Each EDC consultant will provide 5 days distant coaching support to 2 sub-projects per province. Dates: intermittent over 2 months period after the training. Communication means: Telephone, Skype, Go to Meeting (?) 12

13 Phase II: Agreed training approach and agenda Training (1) 5 days training for 20-25 participants, of whom 4 from each province and approximately 3 from VTE. Objectives are (1) to equip the participants with knowledge and skills in applications of MS project – Planning, Monitoring, and Reporting--into their sub-projects (at least 2 sub- projects/province). 5 EDC consultants/coaches will engage in delivery of the training and provide one-on-one coaching to the participants (1 consultant per 4 participants/province). Training dates are 11 -15 February 2013. Location is VTE capital. Training (2) 3 days training for the same group of participants. Objectives are (1) to share the results of PS project planning and tracking the progress using MS Project, and (2) discuss and seek solutions to the issues/problems using the applications of MS project. 5 EDC consultants/coaches will engage in delivery of the training and provide one-on-one coaching to the participants (1 consultant per 4 participants/province). Training dates are tentatively 3 weeks after Training (1), the actual dates and venue shall be identified during Training (1). 13

14 Phase II: Agreed training approach and agenda On-site coaching 3 days visit for necessary on-site coaching to 2 sub-projects per province. 2 EDC consultants will engage in the visit per province. Dates: 2-3 weeks after Training (2). Distant coaching Each EDC consultant will provide 4 days distant coaching support to 2 sub- projects per province. Dates: intermittent over 2 months period after the Training (1). Communication means: Telephone and Skype, where appropriate (note: the engagement of 5 EDC consultants is 110 working days in total during Phase II or 22 working days/consultant. Each consultant will spend 5 days for preparation and reporting (training and coaching, and 17 working days for training and coaching) 14

15 Next Steps towards the first training (as agreed in the kick-off meeting) PSI solutions and EDC: The lead consultant, Khun Yodchai, will send the selection criteria to EDC and this will be forwarding to the person in charge of the SNRMPEP as soon as possible. EDC will prepare detailed training schedule, develop training materials, manual, DVD…to be used and distributed in the training. EDC will communicate with person in charge of SNRMPEP for necessary inputs and assistance for the training preparation. SNRMPEP: The Program will send the list of participants to EDC one week prior to the training dates. The Program will be in charge of logistics of participants and training venue arrangement… The Program will provide necessary inputs/assistance during the preparation for training as per request of PSI/EDC. 15
