1 Statewide Geospatial Strategic Planning Georgia 2008

2 Develop Interest Community –Determine "hook" that will attract attention Distinguish value proposition: "Google makes maps like supermarkets make eggs" –Geospatial and NON-geospatial practioners ACCG/GMA State Chamber Local URISA chapter USGS Geospatial Liaison GeoTech Center Educational System

3 Develop Interest (2) Establish Connection with State –State CIO Council (or other) –Legislative Committees ex., Science & Technology –Governor's Office/Advisors –Governor's Policy Initiatives Subtopic –Umbrella Org Office of Planning & Budget –Existing/New State/Agency Strategic Plans

4 Develop Interest (3) Establish Connection w/American Reinvestment & Recovery Act

5 Reference Existing Strategic Planning Models/Materials Reference the Fifty States Website Talk w/Other Grant Recipients (Past/Present) Reference Model State websites (OR, AR, NC, UT, etc.) Figure out what will work for your state Layout the desired document template at the beginning, completing as you go

6 Engage Resources Tools –Google Docs for public input –MindMap –Website for public review/project tracking –SurveyMonkey (Online Survey & Results) –NSGIC's GIS Inventory People –Coordinating Council –Consultant "in-the-know" Former CTO & Deputy Director of State Technology Authority –Regional Development Center GIS Leads Or, county/municipal associations Have each present Geospatial activiities in practice throughout the region –Graduate Research Assistants Rearchitect SSDI Create dynamic Calendar, Discussion Forum & Showcase –Good graphic artist/marketing person –Facilitators Included GISCC + Regional Development staff + industry partners

7 Engage Resources (2) Media –Publicize Strat Planning activities –GIS Channel on YouTube –Social Networking tools –Videography of Session Showcases Federal tie to Fifty States Private Sector –ESRI Technology Briefing, "Connecting People, Places and Things" Held in Legislative Building to get maximum participation Held on same day as CIO Council meeting to get max participation –IDEA Integration: SSDI website rearchitecture –FUGRO Earthdata: materials/insights –Woolpert/BAH: Brainstorming/Doc Review –Applied Geographics

8 Engage Resources (3) Targeted Conferences –CIO & Executive IT Summit –Georgia Digital Government Summit –Surveying & Mapping Associations –Agency User Groups (DNR, etc.) –Regional Development Center Conf/ED Meetings

9 Create/Compile Necessary Materials Existing Geospatial Landscape (PPT) –SWOT Strategic Planning goals –Facilitator Guidelines –Participant Expectations TakeAways NSGIC NACo Ads

10 Internal Review Coordinating Council

11 Key Findings Goals derived by Consensus –Develop mechanism for assessing the Geospatial Health of Georgia –Establish clearly defined authority and responsibility for Geospatial coordination in Georgia, with a lead coordinator or GIO (Geospatial Information Officer) –Find mechanism for collaboratively maintaining existing statewide investments/resources that support interagency data discovery and access –Execute an Enterprise License Agreement (ELA) for geospatial software acquisition throughout Georgia state agencies –Endorse the use of appropriate national geospatial standards.

12 Pull Input Together Note Success Stories and Areas of Missed Opportunity Reference survey results throughout report & include in Appendix –“Approximately 25% of our administrative, planning, information distribution, and research needs are supported by GIS. Approximately 50% of our visualization/situational awareness is supported by GIS.” (#21, Appendix A)

13 Public Review Period Acknowledgements are v. important Utilize Fed Coordination capacity of FGDC for review Circulate to all stakeholders/above participants to "close the loop"

14 Lessons Learned Collect Case Studies BEFORE gathering input/pitching to Administrators Find "THE story" that will sell any decision-maker on geospatial coordination –QUANTIFY ROI by lives, $$ and/or man-hours saved.. or noone cares!! Refine materials for high-level consumption –Administrative presentations: 10-slides or fewer Having access to Professional Information Architect & Graphic Designer would make ALL the difference

15 Lessons Learned (2) Include Surveying, CAD and Engineering communities in "Geospatial" activities Bring Key State people to NSGIC!! Bring Key NSGIC people to your state!! –Thank you, Jim Geringer –Thank you, Cy Smith What's Next? Geospatial Activities Need Federal Funding feed (model: DOT)

16 Concerns Who REALLY Owns the Plan? –This is still a question! Momentum-Building mode still vs Success mode How to Keep it moving forward? Need: Geospatial Org Chart (Fed/State/Non-Profits)
