16 Assessing Population Needs Looks at the patterns and effects of substance abuse in particular populations. Begins at the State level Based on State-level EPI data

17 Assessing Population Needs A State may identify one problem for all communities to address. Or, counties may choose from among several options. Either way, counties need to collect additional data.
