3 3 1. Bologna Process in Germany The Bologna Process as Europe‘s most important harmonisation process in higher education concerns standardisation and quality control of education. The Bologna subscriber states will establish a European Higher Education Area (EHEA) with education migration and comparable degrees until 2010. The Bologna Process fosters standardised university degrees. So, the Bologna Process interferes with and fosters accreditation of e- Learning - at least indirect. The accreditation of university courses - as demanded within the Bologna Process - deals as a model for accreditation of e-learning as well. What has the Bologna Process to do with accrediation of e-Learning?

Bologna Process in Germany B/M March/2004: 945 Bachelor courses, 1031 Master courses Most of them are accredited for interim, 350 „properly“ 17% of all German university courses are B/M courses 2% of all students in Germany are enrolled in B/M courses 120% growth of enrolled students in B/M courses ECTS (European Credit Transfer System) 76% of German universities use ECTS (at least for one course) How far did Germany get in the Bologna process?

6 6 3. The discussion on ZFU Staatliche Zentralstelle für Fernunterricht e.V. (ZFU) founded 1978 joint federal state office based on a federal law for security of quality in distance learning obligatory certificate for courses: 50% of a course is held via distance learning a treaty between provider and student course is not for free ? Is ZFU responsible for e-Learning, too? ? What about blended learning? ? Is it necessary to control quality for e-Learning „by law“ or is the market transparent enough to be free? Can an old system work with new subjects?
