3 Introduction - 1  This report presents 2008 results for the North Hartlepool neighbourhood area, and comparisons with data from Hartlepool Borough as a whole. National comparisons are included where available.  The household survey was first undertaken by Ipsos MORI Social Research Institute in 2004 on behalf of Hartlepool Partnership, Hartlepool NDC and Hartlepool Borough Council, and it was repeated again in 2006 and 2008.  2008 results are based on 94 interviews conducted face-to-face in home among residents aged 16+ between April-October 2008. 2004 and 2006 results are based on 89 and 84 interviews respectively.  Hartlepool Borough results are based on interviews conducted across all neighbourhood renewal areas and wider Hartlepool: 1,365 in 2004, 1,249 in 2006 and 1,371 in 2008.  The source for national comparisons are shown as footnotes. Note that many of these should be viewed as indicative, given slight differences in how questions are asked, differences in timing and fieldwork approaches.

4 Introduction - 2  Data are weighted to correct for multiple dwellings or households at addresses. Data based on individual responses are also weighted to reflect the number of adults aged 16+ in each household and by gender and age profiles for the Borough based on updated census information.  For questions based on all respondents, differences of 16 percentage points are required between the 2004, 2006 and 2008 figures for North Hartlepool to be sure they represent actual changes and are not due to chance. Similarly, when comparing the figures for North Hartlepool and Hartlepool Borough, differences of more than 11 percentage points are required to be sure they represent actual differences. 7  Almost nine in ten (87%) of residents of the North Hartlepool neighbourhood are very or fairly satisfied with their area. This represents a slight increase in satisfaction since 2004.  The North Hartlepool neighbourhood is now in line with levels of satisfaction across Hartlepool Borough and nationally.

9  Nine in ten (89%) residents in North Hartlepool also rate their quality of life as fairly good or very good. This figure has remained largely unchanged since 2004.  The views on quality of life of the residents of this neighbourhood are consistent with those of residents across the borough.

11  Issues concerning children and young people remain the highest priority for improving the quality of life of North Hartlepool residents, identified by over a third (36%) of people. In particular, facilities for both teenagers and younger children, were commonly stated as areas for improvement.  This concern over children and young people is considerably higher in the neighbourhood than in the borough as a whole.  Concern in North Hartlepool over transport and crime and safety have risen slightly since 2004, although not significantly. These proportions are largely in line with borough-wide figures.

14 In employment  Two-fifths (41%) of residents in North Hartlepool are in paid work; this has remained largely unchanged since 2004.  Employment is somewhat higher across Hartlepool Borough as a whole, at just over half of residents (51%).

16  Levels of unemployment have remained fairly stable, at 7% in 2008; this is consistent with the borough-wide level.

18 Work status summary 2008  Almost half (48%) of household members in North Hartlepool over the age of 16 are economically active, and almost half (48%) economically inactive. Most of those who are economically active are in paid work (41% of all adult household members). Seven percent are unemployed.  The figures for Hartlepool Borough as a whole are slightly better than those for the North Hartlepool neighbourhood, with levels of paid work and economic activity both being around ten percentage points higher. Correspondingly, economic inactivity is six points lower and unemployment two points lower across the borough.  The neighbourhood also performs significantly less well than the national average on these measures.

20  Around a third (35%) of households in the North Hartlepool area have incomes of less than £200 a week. Fewer than one in ten (8%) have incomes of over £500. There is a slight trend towards rising income levels since 2004; the proportion of households with incomes under £100 has fallen from 10% to 6%.  Income patterns are broadly similar across Hartlepool Borough, although slightly more households have higher incomes – 15% earn over £500 a week.

24 Safety after dark  Three-fifths (60%) of residents in North Hartlepool feel very or fairly safe walking alone after dark. This figure has not changed significantly over time.  About the same proportion of people feel safe in Hartlepool Borough as a whole.  People in this neighbourhood are slightly, but not significantly, less likely to feel safe than people nationally.

26 Area getting safer  Just over half (56%) of North Hartlepool residents feel their area has remained as safe in 2008 as it was three years before. The same proportion of people (almost one in five, 18%) think that the area has become more safe as who think it is now less safe. There has been little change in feelings about the safety of the area since 2004.  People in Hartlepool Borough as a whole are a little more likely to feel that there has been no change in levels of safety (65%). However, the patterns of feelings of security are largely consistent between the neighbourhood and the whole borough.

28 Satisfaction with police  Almost three-fifths (58%) of people in North Hartlepool are very or fairly satisfied with the service the police provide. This has risen consistently from 43% in 2004.  Satisfaction with the police in North Hartlepool is in line with satisfaction levels across the borough.

30 Serious problems 2008  The issues most commonly cited as serious problems in North Hartlepool are crowds and gangs, drug dealing and use, and car crime. Each were identified by around a fifth of residents (22%, 20%, and 18% respectively). Vandalism and graffiti is also seen as a serious problem by 15% of people.  Concern about these issues is generally lower across Hartlepool Borough as a whole. The figure for crowds or gangs as a serious problem is 11 percentage points lower, and for car crime, 10 points lower. The ranking of problems is however broadly similar.

32 Crowds/gangs causing disturbance  One in five residents of North Hartlepool (22%) consider crowds and hooligans to be a serious problem in their area. This concern has varied a fair amount in the past, but with no clear trend.  The proportion of people in Hartlepool Borough who think crowds and hooligans are a serious problem is significantly lower, at 11%.

34 Drug dealing/use  One in five (20%) of North Hartlepool residents state that drug dealing and use is a serious problem. Similar to concern over crowds and gangs, this figure has varied considerably since 2004, although with no clear trend.  People in Hartlepool Borough as a whole are slightly less likely to feel that this issue is a serious problem; the borough-wide figure is similar to the national level of concern.

36 Car crime (e.g. damage, theft, joyriding)  Concern about car crime is also a serious problem for one in five (18%) North Hartlepool residents. This represents a ten point increase since 2006, but the level remains similar to the 2004 figure.  Fewer people (only 8%) consider car crime to be a serious problem across the whole of Hartlepool Borough.  Nationally, the figures are also lower than the levels of concern found in this neighbourhood.

39 Health over the last 12 months  Nearly half (49%) of residents of North Hartlepool consider their health to have been good during the last year. This has remained stable since 2004.  This level of health is also consistent with levels across Hartlepool Borough.  The national proportion of those reporting good health is, however, 13 percentage points higher than in this neighbourhood.

41 Long standing limiting illness  A third (34%) of people in North Hartlepool have a long-term illness that limit their activities in some way. This proportion is the same as 2004.  Limiting long-term illnesses are slightly less prevalent across the borough on average, at 29%.  Nationally, the incidence of limiting long-term illness is significantly lower, at 19%.

43 Healthy eating  Around one-fifth of North Hartlepool residents (19%) eat five portions of fruit and vegetables every day; less than a third (29%) achieve this only once or twice a week. There has however been a gradual improvement since 2004: the proportion eating their five portions at least five times a week has risen from 17% to 34%, whilst the proportion never eating their five-a-day has fallen from 29% to just 5%.  The neighbourhood performs relatively well compared to Hartlepool Borough as a whole. The proportions eating healthily five times or more a week are similar, but 12% never eat five-a- day across Hartlepool Borough.

45 Smoking  Over a third (37%) of people in North Hartlepool smoked in 2008; this represents a small, gradual fall from 46% in 2004.  Slightly fewer (30%) smoke across Hartlepool Borough.  The national level of smoking is lower still, at 22%.

47 Mental health issues  Someone in a quarter (27%) of households in North Hartlepool suffers from anxiety, problems with nerves, depression or stress. There is no clear trend over time. The figure for Hartlepool Borough is slightly lower, at 20%.  The incidence of other mental health problems such as loneliness and alcohol/drug problems is low and similar to levels in the borough as a whole.  Over two-thirds (69%) of people reported no problems. This is lower, but not significant, than levels across Hartlepool Borough.

50  14% of working age residents of North Hartlepool have no qualifications. This has fallen from almost half of residents (47%) in 2004. The figure is also lower than the Hartlepool Borough overall figure of 20%, and about the same as the national average.  A slightly higher proportion of North Hartlepool residents than Hartlepool Borough residents have Level 2 or Level 3 NVQs. Achievement of Level 3 qualifications has risen considerably, from 8% in 2004 to 26% in 2008.  However, relatively few working age residents of North Hartlepool have Level 4+ qualifications, compared with their counterparts across the borough and nationally. 52 Improving skills  Three-quarters (76%) of North Hartlepool residents feel that they do not need to improve any of their skills. Although this represents a rise from 2006, it is the same level as in 2004. About the same proportion of residents across Hartlepool Borough and nationally think they do not need to improve any skills.  Around a tenth of residents think they need to improve each of spelling (13%), reading (8%), and writing (8%). This is similar to the levels in the past, and also to the borough-wide and national figures.  Slightly more people think they need to improve their maths – 17%. Again, this is in line with the Hartlepool Borough and national figures.

55 Serious problems 2008  Around a third of North Hartlepool residents think that both litter and rubbish (36%), and the quality/lack of parks and open spaces (32%) are serious problems. The speed or volume of traffic is also cited by 31% of residents. A quarter of residents (25%) consider dogs causing nuisance or mess to be a serious problem.  The proportions of people concerned about these issues is considerably higher in this neighbourhood than in Hartlepool Borough as a whole, where only 20% are concerned about litter and traffic, and even fewer about parks and dogs.  Around a tenth of North Hartlepool residents are concerned about poor public transport (13%) and run down or boarded up properties. Again these figures are higher than the levels across the borough.

57 Litter/rubbish in the streets  Over a third (36%) of North Hartlepool residents think that litter or rubbish in the streets is a serious problem. This proportion has risen considerably since 2006.  As a result, concern about litter is now significantly higher in North Hartlepool than in Hartlepool Borough as a whole, where only 20% stated it as a serious problem. In previous years, the neighbourhood was more in line with the borough-wide figures.  The national figures are even lower, with just 13% stating that litter is a serious problem in their area.

59 Quality/lack of parks/open spaces  Almost a third (32%) of people in North Hartlepool think that the quality or lack of parks and open spaces is a serious problem. This has risen 13 percentage points since 2006 (but this is not a statistically significant change).  Concern about parks is significantly higher in the North Hartlepool neighbourhood than in Hartlepool Borough as a whole.

61 Speed/volume of road traffic  A third (31%) of North Hartlepool residents also think that the speed or volume of traffic in their area is a serious problem. Again this is slightly higher than in 2004 and 2006, but not significantly.  In previous years the level of concern was similar to the Hartlepool Borough as a whole and the national figure, but it is now higher.

64  Two-fifths (38%) of residents of North Hartlepool are owner occupiers, whilst just over half (56%) are social renters. Only 5% privately rent. These proportions are similar to those in 2004.  In Hartlepool Borough as a whole, more people are owner occupiers, and fewer social renters. Slightly more privately rent.

69 Usage of local services  The local services that residents of North Hartlepool most commonly use are public parks/open spaces (48%) and libraries (39%). Usage of these has remained fairly stable since 2004.  Around a quarter of people in this neighbourhood use children’s play areas (27%), but another quarter (23%) use no local services.  The usage of local services in this neighbourhood is broadly similar compared with the whole of Hartlepool Borough, although there is a tendency for neighbourhood usage to be slightly lower.

There has been a gradual rise in this level of satisfaction since 2004.  Satisfaction levels are similar across Hartlepool Borough, where the figure is 75%.  The base sizes for the users of all the other services were too small to report user satisfaction levels.

This is lower than in 2006, but not significant.  A slightly higher proportion of residents in Hartlepool Borough feel this way (55%).  The percentage nationally who agree that people from different backgrounds get on well in their area is much higher, at 81%.

80 Influencing decisions  Over a fifth (22%) of North Hartlepool residents feel that they can influence decisions that affect their area. The sharp rise in feelings of influence that appeared between 2004 and 2006 has not been entirely sustained, however.  About the same proportion (23%) of residents across the borough feel they have influence, whilst the national figure is slightly higher (31%).

There is no clear trend over time.  A similar proportion (10%) of people in Hartlepool Borough as a whole were involved in local organisations. 84 Types of voluntary activity 2008  Most residents (57%) in North Hartlepool did not give any unpaid help in the last 12 months in 2008. This is the same level as the figure for the whole of Hartlepool Borough.  Of the 43 people who did give help, the most common form was giving advice (24%), followed by helping with babysitting (20%) and transporting or escorting someone (19%). Compared with the neighbourhood, people across the borough are less likely to help with babysitting (11%) or transporting (12%). The incidence of giving advice and looking after property or pets is however about the same.

86 Serious problems 2008  The most serious problem amongst the community related issues for residents of North Hartlepool is teenagers hanging around, with two-fifths (43%) identifying it as a serious problem. This represents a significant increase since 2006, of 23 percentage points.  Concern about teenagers hanging around is significantly more prevalent in North Hartlepool than either in Hartlepool Borough as a whole (22% identify it as a serious problem), or nationally (18%).  Problems with neighbours is seen as a serious problem by slightly more people in North Hartlepool (8%) than across the borough or nationally (both 4%).

This is same figure as across the whole borough, and slightly higher than nationally (29%).  Generally the pattern of household composition is consistent between this neighbourhood and the whole of Hartlepool Borough; a third (34% in the neighbourhood) of households are couples with no dependents. 97 Key findings - 1  Satisfaction of residents with North Hartlepool as a place to live is high, as is the rating of quality of life. Many residents have lived in the area for over 20 years (although not quite so many as across Hartlepool Borough), and about the same proportion as across the borough feel that they can influence local decisions.  Residents of North Hartlepool are about as likely to feel safe after dark, and to be satisfied with police service, as people in Hartlepool Borough as a whole. About the same proportions say that improving crime and safety would improve their quality of life. However, concern about issues such as crowds or gangs, drug dealing or use, and car crime, are considerably higher.  A large proportion of North Hartlepool residents feel that teenagers hanging around is a serious problem; this is consistent with the proportion who feel that extra facilities for teenagers would improve their quality of life.

98 Key findings - 2  There is little difference in the levels of unemployment and patterns of household income between North Hartlepool and Hartlepool Borough as a whole. Consistent with this, the levels of qualification attainment and need to improve skills are broadly similar.  North Hartlepool residents tend to rate their health over the last year at about the same level as in the borough as a whole, and eat five portions of fruit and vegetables slightly more frequently than residents across the borough. Slightly more people smoke, however, and there is a slightly higher proportion of limiting long term illness.
