3 H OW DO F EDERAL P ROGRAMS MEET THE NEEDS OF OUR STUDENTS ? Federal Programs Supplement the CORE Instruction: Additional time/practice Different strategies CORE Instruction (General funds – state and local)

4 S TATE LEP Core LEP (State LEP Funds)

5 S TATE F UNDING $3,500,000 is allocated directly to districts on a per pupil basis. $450,000 is allocated on three-year cycle competitive grants known as the LEP Enhancement Grants. $50,000 stays at the state department to administer and evaluate the grant program.

6 T ITLE IA Targeted Assistance Schoolwide Homeless Education Parent Involvement (Federal Title IA funds) Title I is the icing on the (cup)cake! Title IA

7 T ITLE IA F UNDING $53,640,848 total Idaho allocation. $525,570 for state administration of the Title I program. $50,969,643 directly allocated to districts. District allocations are determined by Census data Adjusted for Charter Schools $2,145,634 for School Improvement Activities

8 T HE PURPOSE OF T ITLE I “The purpose of this title is to ensure that all children have a fair, equal, and significant opportunity to obtain a high- quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments.” The No Child Left Behind Act of 2001 Public Law 107-110

9 T ITLE III - LEP Title III LEP (Federal Title III Funds)

10 F EDERAL T ITLE III: L ANGUAGE I NSTRUCTION FOR L IMITED E NGLISH P ROFICIENT AND I MMIGRANT S TUDENTS Goal 1. This program is designed to improve the education of limited English proficient (LEP) children and youths by helping them learn English and meet challenging state academic content and student academic achievement standards. The program provides enhanced instructional opportunities for immigrant children and youths. Goal 2. To develop high-quality language instruction educational programs. Goal 3. To provide high-quality professional development specific to meeting the needs of LEP and Immigrant students. Goal 4. To promote meaningful and inclusive parental and community involvement among LEP families and communities. Goal 5. Supplement not Supplant.

11 T ITLE III F UNDING $1,811,976 total Idaho allocation. $175,000 for state administration of the Title III program. $1,535,127 directly allocated to districts with enough students to incur a minimum $10,000 allocation. $81,849 is competitive Emergency Immigrant grant. $20,000 is competitive Consortia grants ($10,000 each).

13 M IGRANT E DUCATION P ROGRAM SERVICE DELIVERY PLAN COMPONENTS 4 Goal Areas of MEP : School Readiness, Proficiency in Reading/Language, Proficiency in Math, Graduation from High School Solutions Performance Targets Measurable Program Outcomes (MPOs) Strategies (referred to as “activities” in CFSGA)

14 T ITLE IC F UNDING $3,501,519 total Idaho allocation. $262,350 for state administration of the Title IC program. $3,204,612 directly allocated to districts. Suballocation Factors include: Ages 3-5, PK, Regular Term K to 12 Migrant Count, Move in Regular Year Count, LEP, Title I, Priority for Service, Migrant Summer School Count Varying weights are assigned to determine how many children will be funded $34,557 allowed for General Title I admin

15 W HAT IS T ITLE II-A? The purpose of Elementary and Secondary Education Act, Title II, Part A is to increase student academic achievement through strategies such as: Improving teacher and principal quality; Increasing the number of highly qualified teachers (HQT) in the classroom;HQT Increasing the number of highly qualified principals and assistant principals in the classroom; and Holding school districts and schools accountable for improvements in student academic achievement.

16 T ITLE IIA F UNDING $10,599,488 total Idaho allocation. $91,472 for state administration of the Title II program. $10,238,580 directly allocated to districts. $269,436 is designated for State Activities.

17 R EQUESTING F UNDS FOR Y OUR D ISTRICT Reimbursement Only Grant Reimbursement Application Requests should be made at least quarterly Requests made outside of that timeframe require supporting documentation NEW for 2013-14 Districts with audit findings from 2012-13 will be asked to supply documentation for reimbursement requests Districts on the monitoring cycle for 2013-14 will be asked to supply documentation for reimbursement requests
