8 The reality Spanish language stations do not always caption their programming and the compliance procedure is not working in our community Most of the captions are poorly produced (see QC report) TV stations lack empathy for the needs/benefits of captioning

10 Quality Standards and Technical Compliance Rules On February 20, 2014 the FCC adopted rules for quality standards and technical compliance. Quality: accuracy, synchronizing, program completeness, placement A certification from video programmers must be obtained by cable or satellite distributors
