1 World Meteorological Organization Working together in weather, climate and water Report by the President of RA III EC – LXII Doc 2.4 WMO

2 Working structure WMO During the Third meeting of the Working Group on Internal Matters (Caracas, Venezuela, 26-27 October 2009) an open committee chaired by PR of Chile was established to propose a new Working structure (WGs, Task-Teams, etc.) The draft proposal will be submitted to XV-RA III Session (Bogota, Colombia, 22-29 September 2010) for consideration.

3 Regional Strategic Plan An Open Committee, chaired by PR of Brazil is making consultations to all Members of the Region about main requirements of NMHSs in order to elaborate a document on Regional Strategic Planning to be discussed during XV-RA III Session.

4 Priorities for the Region Climate Change and environment –Adapt regional studies to the new Global Framework for Climate Services discussed in WCC-3 Education and Capacity Building –Aim: the improvement of services –Recognition of aeronautical forecasters titles and capacities (ICAO requirement)

5 Priorities for the Region Implementation of the new Telecommunications Network (using VPN technology) as a cost-effective mechanism to exchange large volume of information. D/RAM established in Asuncion, Paraguay for better support to regional needs and cooperation, Resources Mobilisation and optimization of budget.

6 Implementation of regional aspects of WMO Programmes Ibero-american Cooperation Programme funded by the Spanish Meteorological Agency (AEMET) is supporting a number of activities (detailed in EC-LXI/INF. 2.4) The connection means of Brasilia, Buenos Aires and Maracay RTCs using VPN technology trough Internet are completed.

7 Implementation of regional aspects of WMO Programmes Once the new Telecommunications network is complete, Members in RA III will be equipped to participate in WIS, WIGOS as well as to migrate from alphanumerical bulletins to binary BUFR (GRIB and GRIB 2). RSMCs of Brasilia and Buenos Aires, as well as NMHSs of Colombia, Chile, Ecuador and Peru are running meso-scale models

8 Implementation of regional aspects of WMO Programmes Application by the Centre for Weather Forecasts and Climate Studies (CPTEC, Sao Paulo, Brazil) for GPC designation, submitted to EC-LXII. CBS Expert Team (ET-ELRF) recommended to include the CPTEC in the list of designated GPCs in the Manual on GDPFS. The President of CBS suports this recommendation.

9 Implementation of regional aspects of WMO Programmes Two parallel groups provide Regional Climate Outlook in monthly bulletins of seasonal prediction, including impacts of El Niño and La Niña: (a)Bolivia, Colombia, Chile, Ecuador, Peru and Venezuela (CIIFEN group) (b)Argentina, Brazil, Paraguay and Uruguay These groups are supported by WMO and Spain AEMET-Iberoamerican cooperation programme.

10 Implementation of regional aspects of WMO Programmes The level of implementation of 356 reporting stations (308 CLIMAT and 48 CLIMAT TEMP) has remained at around 90%. The Prediction and Research Moored Array in the Tropical Atlantic (PIRATA) project, is very useful for climate forecasting and operational meteorology. In February 2010, 208 drifters reported Sea Surface Temperature (SST ) while 118 drifters reported Sea Level Pressure (SLP)

11 Implementation of regional aspects of WMO Programmes Task Team on Satellite Data Requirements has formulated regional requirements for satellite data and products (additional products in Geonetcast-America and a review of data dissemination scheme over the Region)

12 Implementation of regional aspects of WMO Programmes Regional ATOVS Retransmission Service (RARS) network component of South America (2 stations in Argentina, 3 stations in Brazil, 1 station in Chile) plans to include an additional station from Ecuador. GOES -12 satellite moved to the precedent position of GOES-10, by NOAA through its Space Programme.
