3 Exchange of implementation experiences in thematic domains Proposed action:  To build communities of INSPIRE implementers in the EU as well as in MSs around clusters of themes  To create an on-line platform (e.g. a re-designed INSPIRE forum) for sharing experiences and for discussing implementation issues and approaches.  To seek/agree on common “harmonised” implementation solutions, i.e. what tools or which options from the Technical Guidelines to use (where there are several) what extensions or value-added applications to develop or plan.

14 MIWP 14 - temporal sub-group (ToR) To discuss and agree on received proposals for changes/additions to the INSPIRE Technical Guidelines or, if necessary, Implementing Rules. To provide proposal(s) for follow up actions in the framework of the INSPIRE MIF (MIWP). Main aim: Members: The sub-group shall consist of one Facilitator and one MIG liaison per thematic cluster, plus a representative from the Commission as chair.

15 MIWP 14 - temporal sub-group (ToR) The tasks of the temporary sub-group shall be: a.Ad-hoc discussions on submitted changes/additions to the INSPIRE Technical Guidelines or Implementing Rules. Proposals for changes may be submitted by: 1.INSPIRE Thematic clusters facilitators 2.MIG representatives 3.INSPIRE NCP representatives 4.EC&EEA Proposals to the sub-group shall reflect a common agreement in a thematic community after thorough discussion. b.Agreeing on proposals for follow up actions. The agreed proposals shall be sent by the facilitator of the temporary sub-group to the MIG-T. c. Reporting regularly to the MIG-T

16 Thematic Cluster facilitators - Phase 2 (from 1.6. 2015 – end of 2015): Activity reports by the end of April (end of Phase 1 by end of May 2015) Continuation of the current activity (facilitation of the discussions, best practise collection, provision of proposals for changes/additions to MIWP14) More emphases on the common cross-theme topics how INSPIRE is used for e.g. water related e-Reporting

17 Summary The INSPIRE thematic clusters are well on its way Facilitators competent with a positive attitude JRC/EEA to quickly provide a “place “ for sharing information about each of the thematic pilots activity at the EU level (scope, status, tools, issues etc..) Are3na Reference platform – opportunity for synergies
