Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Deployment of INSPIRE (Annex III in Finland) 2011-04-05 Hanna Koivula

FINNISH MUSEUM OF NATURAL HISTORY INSPIRE legislation  Directive came into force already in 2007  Implemented in various stages:  Annexes I, II and III  Discovery services, Download Services and Viewing Services  Full implementation required by 2019  The INSPIRE directive aims to create an European Union (EU) spatial data infrastructure  This will enable the sharing of environmental spatial information among public sector organizations and better facilitate public access to spatial information across Europe  The emphasis is on creating business value on top of public data (PSI directive)  European Spatial Data Infrastructure will assist in policy-making across boundaries. Therefore the spatial information considered under the directive is extensive and includes a great variety of topical and technical themes

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Common Principles in INSPIRE  Data should be collected only once and kept where it can be maintained most effectively  It should be possible to combine seamless spatial information from different sources across Europe and share it with many users and applications.  It should be possible for information collected at one level/scale to be shared with all levels/scales; detailed for thorough investigations, general for strategic purposes  Geographic information needed for good governance at all levels should be readily and transparently available  Easy to find what geographic information is available, how it can be used to meet a particular need, and under which conditions it can be acquired and used DATA QUALITY & INTERFACES

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Local networks  Data is Provided for National Infrastructures and Combined in the European GEO-Portal  http://www.inspire-geoportal.eu/index.cfm http://www.inspire-geoportal.eu/index.cfm  Metadata for discovery of datasets  Download services (WFS)  Viewing services = data products (WMS, WCS)  Finnish INSPIRE-network offers support and services  http://www.paikkatietoikkuna.fi/web/en/ http://www.paikkatietoikkuna.fi/web/en/ (map interface is open source and downloadable from the site)

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Annex I, II and III Annex I 1 Coordinate reference systems 2 Geographical grid systems 3 Geographical names 4 Administrative units 5 Addresses 6 Cadastral parcels 7 Transport networks 8 Hydrography 9 Protected sites Annex II 1 Elevation 2 Land cover 3 Orthoimagery 4 Geology Annex III 1 Statistical units 2 Buildings 3 Soil 4 Land use 5 Human health and safety 6 Utility and governmental services 7 Environmental monitoring Facilities 8 Production and industrial facilities 9 Agricultural and aquaculture facilities 10 Population distribution and demography 11 Area management/restriction/regulation zones & reporting units 12 Natural risk zones 13 Atmospheric conditions 14 Meteorological geographical features 15 Oceanographic geographical features 16 Sea regions 17 Bio-geographical regions 18 Habitats and biotopes 19 Species distribution 20 Energy Resources 21 Mineral Resources

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Potential data for Distribution maps  Finnish Museum of Natural History  Digitized and georeferenced parts of collections in other Museums  Data from University Researchers  Other Non-governmental Data-Sources  Tiira- Bird observation database (BirdLife Finland)  Insects (Hosted by the Museum but maintained by amateur biologists)  Governmental Data Sources for Biodiversity Data  Finnish Environmental Agency, Finnish Forest Research Institute, Natural Heritage Services, Game adn Fisheries Research,  Private Sector Data Sources and/or users?  Consultants and engineering companies doing environmental assessments Cooperation is made mandatory!

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY FMNH data products  Based on Quality controlled, dynamic data from:  Collections  Obsrevation databases  Literature (observations) Examples: Atlas of Vascular Plants (1500 species) Bird Atlas 2006-2010 (200 species)

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Nesting sites of the brambling, Firingilla montifringilla

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Viola biflora, Twoflower Violet, Arctic Wood Violet, Arctic Yellow Violet

Hanna Koivula FINNISH MUSEUM OF NATURAL HISTORY Inspire could be seen as a thematic network for GBIF and/or Life Watch Good quality georeferenced data Currently connections are on a national level Is there a need to connect "GBIF Europe" to INSPIRE? Where to provide European wide datasets?
