4 4 To obtain the SEG certification it is needed to comply with 7 criteria : 1- Management objective 40 % left in place 2- Fishery rule Only one type of gear used 3-Less than 4% mortality 4-Bycatch Less than 1% of the weight and put alive into the water 5-Impact on other species Fishing must not impact other species 6-Impact on habitat No significant impact on river bed and banks 7-Research and education Fishing must contribute to research or set up of management plans ​ Blue Fish is financing the cost of certification of 65 vessels from Arzal dam on the Atlantic coast.

14 14 A.REGULATION (EU) No 1380/2013 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL Article 45 Composition, functioning and funding of Advisory Councils 1. Advisory Councils shall be composed of: (a) organisations representing the fisheries and, where appropriate, aquaculture operators, and representatives of the processing and marketing sectors; (b) other interest groups affected by the CFP (e.g. environmental organisations and consumer groups). 2. Each Advisory Council shall consist of a general assembly and an executive committee, including, as appropriate, a secretariat and working groups to deal with issues of regional cooperation pursuant to Article 18, and shall adopt the measures necessary for its functioning. 3. Advisory Councils shall function and receive financing as provided for in Annex III. 4. The Commission shall be empowered to adopt delegated acts, in accordance with Article 46, laying down detailed rules on the functioning of Advisory Councils 3 supporting legal regulations

Official Journal of the European Union COMMISSION DELEGATED REGULATION (EU) 2015/242 of 9 October 2014 laying down detailed rules on the functioning of the Advisory Councils under the Common Fisheries Policy … Article 2 Definitions For the purposes of this Regulation the following definitions shall apply: 1.‘Member State concerned’ means a Member State having a direct management interest in the sense of Article 4(1)(22) of Regulation (EU) No 1380/2013 in the area of competence of an Advisory Council as defined in Article 1 of Annex III to Regulation (EU) No 1380/2013. For the Advisory Council for aquaculture and Advisory Council for markets ‘Member State concerned’ shall mean all Member States of the Union. 2.‘Sector organisations’ means organisations representing the fishermen and, for the aquaculture Advisory Council, aquaculture operators and representatives of the processing and marketing sectors. 3. ‘Other interest groups’ means representatives of groups affected by the Common Fisheries Policy other than sector organisations, in particular environmental organisations and consumer groups.

16 16 C. Rules of Procedure for the North Sea Regional Advisory Council 20. The General Assembly shall appoint the Executive Committee. Members of the Executive Committee of the Advisory Council shall consist of: At least one representative of the catching sub-sector (ship-owners, small-scale fishermen, employed fishermen and producer organisations) from each of the concerned Member States Other representatives of the North Sea fisheries sector (including ship-owners, small-scale fishermen, employed fishermen, producer organisations as well as, amongst others, processors, traders and other market organisations and women's networks). Representatives of other interest groups (including environmental organisations and groups, aquaculture producers, consumers and recreational or sport fishermen) affected by the Common Fisheries Policy.
