3 1 st Task Force on Hemispheric Transport of Air Pollution Brussels, 1-3 June 2005 - Kjetil Tørseth, NILU/EMEP-CCC Kjetil Tørseth (EMEP-CCC/NILU) The “EMEP” database serves several projects related to EMEP (AMAP, OSPAR, HELCOM, CREATE and the Norwegian monitoring network). ~350 sites, ~40 countries holds data from more than 800 different components and currently contains close to 40 000 000 data values divided on 13 000 different data sets Continuous data records since the early 1970ies Integrated QA/QC procedures and “value adding” (flagging etc.) Directly linked to operational CTM modelling a Sybase ASE 12.0 relational database running on a Unix server Freely available, easy access through the internet (some exceptions)

10 1 st Task Force on Hemispheric Transport of Air Pollution Brussels, 1-3 June 2005 - Kjetil Tørseth, NILU/EMEP-CCC Kjetil Tørseth (EMEP-CCC/NILU) EU-FP5; GMES (to assist definition of GMES (2008) 32 initial period projects 5 on atmosphere (CREATE, DAEDALUS, APMOSPHERE, Met-Moniteur, GMES-GATO) ESA; GSE (GMES Service Element) development of technical services (CAPACITY, PROMOTE) EU-FP6; SPACE/GMES IP to develop an ”Pre-operational service....” - GEMS EU-FP6; AREA VI: Operational forecasting and modelling including global climatic change observation systems Call for an IP with the goal is to strengthen the observation of atmospheric climate parameters and the European component of the coordinated international observing networks (GEOSS).

16 1 st Task Force on Hemispheric Transport of Air Pollution Brussels, 1-3 June 2005 - Kjetil Tørseth, NILU/EMEP-CCC Kjetil Tørseth (EMEP-CCC/NILU) Are we approaching a rational observing system to investigate hemispheric air pollution? ”Conventional monitoring” yes Extensive multiple use, harmonized methodologies and procedures (GAW SAGs), QA/QC activities (complement GAW WCCs to aviod duplication), metadata definitions, some parties not able, Joint supersites being established, monitoring vs research, Ownership and acknowledgement – organisations have a need to be visible ”experiments”partly Challenge to link to and utilize ”conventional monitoring”, different methodologies, access to data more limited, other protocols, national involvment of less importance ”new capabilities” developing Lack of long term funding for in-situ observations, Suggestions; One stop shop…..? “snapshot” ? Virtual data senter ? Ultimate goal, but the complexity should not be underestimated !

17 1 st Task Force on Hemispheric Transport of Air Pollution Brussels, 1-3 June 2005 - Kjetil Tørseth, NILU/EMEP-CCC Kjetil Tørseth (EMEP-CCC/NILU) Major challenges related to A general reduction in funding for in-situ observations and an increased need for the research community to compete for financial resources

19 1 st Task Force on Hemispheric Transport of Air Pollution Brussels, 1-3 June 2005 - Kjetil Tørseth, NILU/EMEP-CCC Kjetil Tørseth (EMEP-CCC/NILU) Article 4 Assessment of ambient air concentrations and deposition rates... 4. Irrespective of concentration levels one sampling point should be installed every 50000 km² for the indicative measurement of arsenic, cadmium, total gaseous mercury, nickel, benzo(a)pyrene and polycyclic aromatic hydrocarbons other than benzo(a)pyrene, and of the total deposition of arsenic, cadmium, mercury and polycyclic aromatic hydrocarbons. Each Member State shall at least set up one measuring station. Where appropriate monitoring should be co-ordinated with the EMEP monitoring strategy and measurement programme.... COMMISSION OF THE EUROPEAN COMMUNITIES Brussels, 16.7.2003 COM(2003) 423 final 2003/0164 (COD) Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL relating to arsenic, cadmium, mercury, nickel and polycyclic aromatic hydrocarbons in ambient air
