5 Outreach & Recruitment
2013 Summer Conference 7/22/2013 Outreach & Recruitment Promote recruitment, enrollment & placement Provide information about CTE opportunities to students & parents Coordinate a CDP for students enrolled in CTE programs Laws Title IX (sex & disability) Title VI of the Civil Rights Act of 1964 (national origin/LEP) Promote recruitment, enrollment and placement activities for special populations students. Make sure students aren’t discouraged from taking any CTE course. Activities include info sessions, career fairs, open house, career assessments, etc. Provide information about Career-Technical Education opportunities to special populations students and their parents. Be sensitive to LEP students & parents Watch wording of applications (career academies, WBL, CTSOs) Coordinate a Career Development Plan for students enrolled in Career-Technical Education programs. May already be in place via student services/counseling Career interest inventories Be able to tell someone where CDP is housed in your building 10-Hour CDC/SPC Induction

2013 Summer Conference 7/22/2013 Assessment & Prescription Identify students Assess needs through career interest & learning styles inventories Develop & implement the Special Populations portion of CDP+ Participate in IEP process Coordinate special services Maintain special populations resources for students & teachers (if possible) Assist with transition services Provide guidance & career development activities Laws Section 504 (disability) Title II/ADA (facilities) Title IX (sex) Title VI of the Civil Rights Act of 1964 (national origin/LEP) Identify members of special populations enrolled in Career-Technical Education programs. Use Challenge Handbook to identify the following populations: Individuals w/ disabilities Economically disadvantaged (incl foster children) Non-trad students Single parents (male or female), including pregnant women Displaced homemakers Individual w/ other barriers to educational achievement, including LEP students Assess the special needs (career interests and learning styles are required) of special populations students enrolled in Career-Technical Education programs. CFNC F4K Develop and implement the Special Populations Component to the Career Development Plan (Career Development Plan-Plus). If the Career Development Plan is housed in the building, just make sure you document the ‘plus’ portion. The “plus” just identifies those students that are considered SP Ex. Electronic CDP+, rosters housed in your office (secured) Participate in the Individualized Education Program Team for the development and implementation of the Career-Technical Education and Transition components of the Individualized Education Plan (IEP). Volunteer to attend IEP meetings, SPED PLC teams, SST Coordinate special services for special populations students. Be mindful of agility/disability, economic needs, & other barriers Maintain, if possible, a Career-Technical Education Resource Laboratory for members of special populations and Career-Technical Education Teachers. Be familiar with ELEMENTS, literacy techniques Use CTE funds to purchase supplemental materials Assist with fulfilling transitional services for special populations students. Work w/ vocational rehabilitation (VR) Provide guidance and career development activities for special populations students. Make sure students are aware of all career development activities inside & outside of school. 10-Hour CDC/SPC Induction

Coordinate with WIA, Special Education, Vocational Rehabilitation, community agencies, businesses and industry in providing the appropriate supplementary services to members of special populations. Facilitate in-service training for individuals working with members of special populations to improve their abilities and techniques in meeting the special needs of these students. Assist with the development/monitoring of the Career Development Plan- Plus to ensure that appropriate supplementary services are provided and performance indicators are met. Coordinate work experiences and field trips for special populations students. 10-Hour CDC/SPC Induction

Monitor grades of SP students Monitor class marks w/in CTE classes Analyze VEIS data to determine maintenance and improvement of access, progress and success of members of special populations in Career-Technical Education Programs. ELEMENTS data LPS Document the attainment of performance indicators for members of special populations. 10-Hour CDC/SPC Induction

9 Annual Accountability & Planning
2013 Summer Conference 7/22/2013 Annual Accountability & Planning Identify programs that need improvement Describe strategies to improve supplementary services Evaluate incentives & adjustments to determine if adequate services are being provided Maintain relevant recordkeeping & inventory related to job Coordinate w/ stakeholders to develop a Plan of Work Laws: Carl Perkins Vocational and Applied Technologies Education Act of 1990. Identify programs that need improvement to assist special populations students in meeting the performance indicators. Postassessment scores Class marks list % of SP enrollment in curriculum areas/CTE courses Describe strategies to improve supplementary services for members of special populations in meeting the performance indicators. School-wide intervention (ie. SMART lunch, afterschool tutoring sessions, CTE remediation, etc) Evaluate incentives and adjustments to determine if adequate services are being provided to members of special populations in meeting the performance indicators. May need additional staff development in areas that didn’t meet their performance indicator goal. Look at % of SP enrollment, disproportionate enrollment #s Maintain relevant record keeping and inventory systems related to job responsibilities. Keep records for at least 4 years (showing SP student progress through 4 years of high school) Secure records or “code” them (ie. Highlight SP student’s names on rosters) Coordinate with appropriate administrative personnel and service providers to develop a Plan of Work based on the evaluation and needs assessment results to ensure that members of special populations are receiving adequate supplementary services and career planning.
