3 Moscow, Russia 17-18, September, 2014 WAPES Conference Models of PES: Centralized and decentralized Pôle emploi French PES France: a long tradition of Centralization The decentralization process that started in France in the 1980s marks a major break with the tradition of centralization, that has shaped the political and administrative organization of France. 1982: a milestone in the decentralization process → Law of March 2 nd 1982: deep reform of territorial organization. Embodies the principle of free administration by territorial authorities (22 regions, 101 departments, 36700 municipalities) → Transfer of responsibilities; more autonomy; enshrined in the Constitution 2003: 2 nd act of Decentralization → Constitutional law – new and broader transfer of responsibilities  Decentralization is enshrined in the Constitution (art. 1) 2012-2014: new stakes of Decentralization → stakes: simplification of the local institutional landscape (“millefeuille territorial”) → Goals: simplification, clarification, pooling resources, public expenditure reduction, grassroots democracy. Plan: from 22 to 14 regions.
