2. Nominations for Officers President-Elect: Gary Poleskey Treasurer: DuWayne Jones Secretary: Catherine Dixon Resolution: “Resolved, that Gary Poleskey, DuWayne Jones, and Catherine Dixon are elected to the positions of President- Elect, Treasurer and Secretary, respectively, assuming said offices on July 1, 2008, for terms as specified in association bylaws and policies.”

3. Objective “It is the policy of the Association to maintain a high caliber Board of Directors that reflects the needs of the Association and to elect Officers who possess demonstrated leadership capabilities and a dedicated willingness to serve.”

4. Criteria Candidates for Officer and Director positions should meet certain minimum qualifications to be placed on the ballot or slate and the N& E committee will screen nominations to ensure these qualifications are met. Such qualifications will include any of the following: Demonstrated experience in the profession, Contributions to the Association; e.g., through elected service at the chapter, regional or national level; service on National Committees; or service on the Board of Advisors, Experience or demonstrated leadership at senior levels of industry, government, or academia, Influence within the contracting and acquisition career fields, or Credentials, competencies and / or experience that would be of benefit in promoting the operations of the Board and the accomplishment of strategic objectives of NCMA.

5. Phase One: Chapter-Elected Directors February 1 Call for Nominations issued to all members by email. –31 individuals were nominated for 8 vacancies. –1 late submission was received and rejected. March 1 the ballot was published on the election website, and all chapter presidents were notified by email. Several reminders were issued. The ballot website was closed at 5:01 pm on March 14, 2008. –Only 59 ballots were submitted. The N&E Committee was informed of the results on March 18. A coin-flip was conducted on March 20 to resolve tie votes. All candidates were notified of the results by March 21. Secretary notified Board of results on March 31.

7. Phase Two: Board-Elected Directors By April 1, the Committee will present to the Board a slate of nominees (including statement of qualifications and biographies) for those Directors and Officers to be elected by the Board. The vote will be conducted at the Spring Board of Directors meeting. At the Spring meeting, during an executive session, the Committee will present a report detailing the number of candidates considered and their names, along with the Committee’s rationale for the slate submitted. No copies of this report will be made or distributed. The Committee may, at its discretion, present a slate with more candidates for Director or Officers than there are vacancies. Following presentation of the slate, the election for each position will be conducted by secret ballot during the executive session.

8. Deidre Lee Ms. Lee recently retired from federal service. She has been a member since xxxx, and has held numerous volunteer positions at the chapter and national level, including member of the Board of Advisors for many years. She presently serves on the Advocacy Committee. Ms. Lee was appointed Director of Management and Chief Acquisition Officer for the Federal Emergency Management Agency in October 2006. Her responsibilities included the direct oversight and management of four of FEMA’s lines of business: the Offices of Human Resources, Information Technology, Chief Procurement Officer and Facilities Management and Services. Ms. Lee previously was FEMA’s Deputy Director of Operations, working closely with FEMA's chief procurement and financial officers, as well as response and recovery division heads, to develop and oversee FEMA's acquisition programs. She also provided input and counsel to the DHS Chief Procurement Officer and Under Secretary for Management, communicating FEMA's mission, priorities, and business needs for the future. Before FEMA, Ms. Lee served in the General Services Administration's (GSA) Federal Acquisition Service (FAS) as Assistant Commissioner of Integrated Technology Services. She was responsible for FAS technology and professional services offerings to customer agencies. Prior to joining GSA, she was Director of Defense Procurement and Acquisition Policy at the Department of Defense, where she was responsible for all acquisition and procurement policy matters. Ms. Lee also served as the Office of Management and Budget's Administrator for the Office of Federal Procurement Policy, and the Associate Administrator for Procurement at the National Aeronautics and Space Administration. Ms. Lee holds a Bachelor's degree in Business Administration from Central State University in Oklahoma and a Master's degree in Public Administration from the University of Oklahoma.

9. Elliott Branch Mr. Branch is Executive Director for Contracts, Naval Sea Systems Command, Department of the Navy. He has full authority and responsibility for one of the largest and most responsible procurement organizations in the Federal government; his duties involve the obligation and expenditure of billions of dollars annually. As the senior civilian for contracting at NAVSEA, Mr. Branch is responsible for the contractual oversight of the Nation's most complex shipbuilding and weapons systems procurement programs. He is a member of the Senior Executive Service (SES). He has been a NCMA member since 1997, and has held numerous volunteer positions at the chapter and national level, including chairman of the Board of Advisors. Before returning to NAVSEA, Mr. Branch's most recent positions have been in the private sector, where he specialized in acquisition and project management education, training and consulting for the federal workforce and its associated contractors. In this role, Mr. Branch was responsible for the design, development, delivery and maintenance for a wide variety of course material ranging from project management to contract law. Mr. Branch's clients included Computer Sciences Corporation, QSS Group, BAE Systems, the Pension Benefit Guarantee Corporation, and the Departments of Defense, Energy and State. Prior to that, he served as the Chief Procurement Officer for the Government of the District of Columbia, where he was the agency head who was responsible for procurement operations, policy, and for formulating legislative proposals for local and Congressional consideration. Mr. Branch led an staff of over 200 employees that supported over 40 city agencies, administered a $15 million annual operating budget, and oversaw the placement of $1.5 billion, annually, in city contracts. Before joining the District government, Mr. Branch held various positions in the SES with the Department of the Navy (DON). In 1993, he became a member of the SES as the Director, Shipbuilding Contracts Division, at NAVSEA. He next served as Executive Director, Acquisition and Business Management for DON, responsible for policy and oversight of contract operations throughout the entire Navy. While in this position, he also served as Project Executive Officer, Acquisition Related Business Systems. In this role, he was responsible for the formulation and execution of a multi-year effort transforming the Navy's acquisition system from a paper-based system into one that made use of electronic technologies and methods. In this role, Mr. Branch was directly responsible for a portfolio of projects worth more than $200 million. Mr. Branch graduated with a Bachelor of Science Degree in Economics from the University of Pennsylvania and completed the Executive Program at the University of Virginia, Colgate-Darden School. He has received the Navy Distinguished Civilian Service Medal, the David Packard Excellence in Acquisition Award, the Presidential Rank Award for Meritorious Executive, and the Vice Presidential Hammer Award for Reinventing Government.

10. Resolution: “Resolved, that Deidre Lee and Elliott Branch are elected to the Board of Directors, assuming office on July 1, 2008, for terms of three (3) years, in accordance with association bylaws and policies.”

11. Recommendation The committee is concerned that only 59 chapter presidents voted despite frequent reminders and publicity. We recommend the Board task the Governance committee to study the issue and present possible changes to national election policies in July.
