3 Some issues for CCB Central role in governments vision for empowerment and effective engagement Contested definition and role Not explicit in terms of duties and resourcing Equity of access to good quality CCB an issue Need to avoid confusion about CCB and other capacity building - eg for individuals, services, CPPs etc CCB needs are distinct – essential for empowerment where power differentials exist

6 10.Support and advice Communities should have access to specific CCB support & all agencies should work in empowering ways which build capacities 11.Planning CCB too important to be left to chance, must be integral to a planned approach comm’s at the centre 12.Long term commitment CCB needs to be able to meet changing needs over the longer term

7 Questions How well do the principles support community development? How do they link to current policy eg CERB Bill, CLD Strategic Guidance, Reshaping Care, Community planning? What other action might be required to implement these principles? 3 key points to inform conf report
