1 LOCAL INTERVENTION NETWORK

2 It is the space which brings together all of those public and /or private institutions which work in the interest of the poor families in the community.

3 It fulfills a strategic function in the implementation and execution of the Program, since an important part of the work that the Family Support Officers will carry out, is the articulation of the supply of public and/or private social services around the beneficiary families. As a consequence, the Network serves as the institutional support necessary for channeling the existing and available resources to the beneficiary families.

4 Its conformation emerges from: 1. The identification of each of the local institutions (within and outside of the municipalities), whose programmatic support becomes essential for the psychosocial support which the family promoter will carry out with each beneficiary family during the intervention. 2. The convocation and invitation to each of the identified institutions, to become part of the Network. 3. The transfer of information, which would allow institutions convoked, to know the meaning and contents of the program.

5 The activation of the Local Network around the beneficiary families of the Program, emerges when: 1. The identified and convoked institutions agree to be part of the Network. 2. Their participation is translated into functional agreements and support actions to the process developed with each beneficiary family. 3. The agreements apply throughout the development of the Program.

6 The central support from each of the institutions which participate in the Network is its own expertise and specialization. This signifies that the best support to the families attended, is to do that which the institution knows and is prepared to do.

7 To support the work of identifying the actors that would have to be convoked to form part of the Network, we have prepared a simple form to be used by the Family Intervention Units, in planning membership of the Local Intervention Network. The form has been designed from the categories of the various minimum conditions and translates into a list of entities to be convoked.

8 The Family Intervention Unit (FIU) is responsible for identifying the potential members of the Network. The convocation is the responsibility of the Mayor, with support from the Head of the Family Intervention Unit.

9 Opportunity Map The Program has provided an “Opportunity Map” as one of the management tools for the FIU and for Family Support Officer.

10 Its Purpose is… To identify and organize the supply or offer of programs that are available in each region to attend to the needs of the families. To support the work of coordinating and articulating the social services and benefits in each beneficiary family.

11 The programmatic supply is understood as: “The set of programs, interventions services and/or benefits which both public and private institutions provide to specific beneficiaries in a set location.”

12 In this case, we refer particularly, to the set of programs, interventions, services and/or benefits, (public or private) directed at satisfying the needs and demands of families in extreme poverty in the communities in which the Program is developed.

13 This includes the community support which comes from the work of Social Organizations. One of the first tasks which the FIU will have to develop, together with the selection of families and the territorial organization of work, is the construction of the Opportunity Map.

14 For such an effect, we have designed a mapping scheme, whose design is based on the seven Categories of Minimum Conditions to be fulfilled by the targeted families. Each Opportunity Map should contain the maximum information of the existing programmatic supply in the region, which could be considered in the direct work with the families.
