Air Quality Issues Workshop 8-hour Ozone Update Allegheny Mountain Section of the Air & Waste Management Association Kathryn Z. Klaber May 23, 2006

Timely Topics on 8-hour Ozone Attainment Redesignation opportunities for Southwestern Pennsylvania Input to Ozone Transport Commission control measures ‘A pound of prevention…’

13 Areas to be Redesignated GreeneAltoona/BlairScranton/Wilkes-Barre ErieCentre/State CollegeBerks Clearfield/IndianaTiogaLancaster Cambria/JohnstownFranklinYork Harrisburg-Lebanon-Carlisle

Tioga and Lancaster Maintenance Plans Slated First We need our region’s areas under maintenance plans asap.

Three year monitoring data - Southwestern Pennsylvania areas below or just at design value. - Vast difference in total days >84 ppm year-to-year

Actions Needed this Summer DEP to submit maintenance plans for Greene County and areas immediately to our west Pittsburgh/Beaver Valley area to meet standard so Fall 2006 plan can be developed Regional leaders to rally around Ozone Action Days Cool Temperatures!

Support Measures to Lessen Impact of Ozone Action Days Leave your car at home –Transit: take the bus, train, subway or trolley –Rideshare –Bicycle or walk Telecommute In using your car on high ozone days: –"Trip-link“ and avoid unnecessary cold starts. –Refuel at the end of the day –Don't "top off" your fuel tank –Turn off your engine when you stop your car for a minute or more Postpone mowing the lawn or use a manual mower Use a gas grill, not charcoal Refrain from using household sprays and oil-based paints, or wait until early evening

Forward Path Requires Reconsideration of Ozone Transport Region Boundaries Clean Air Interstate Rule (CAIR) has brought us a solution to the majority of our remaining 8-hour ozone and PM2.5 nonattainment

Ozone and Fine Particle Nonattainment Areas (March 2005) Projected Nonattainment Areas in 2010 after Reductions from CAIR and Existing Clean Air Act Programs Projections concerning future levels of air pollution in specific geographic locations were estimated using the best scientific models available. They are estimations, however, and should be characterized as such in any description. Actual results may vary significantly if any of the factors that influence air quality differ from the assumed values used in the projections shown here. Ozone and Particle Pollution: CAIR, together with other Clean Air Programs, Will Bring Cleaner Air to Areas in the East - 2010 Nonattainment areas in 2010 w/ CAIR and other programs for fine particles Nonattainment areas in 2010 w/ CAIR and other programs for 8-hour ozone Nonattainment areas for both 8-hour ozone and fine particle pollution Nonattainment areas for fine particle pollution only. Nonattainment areas for 8-hour ozone pollution only 104 ozone nonattainment areas with 408counties 43 PM 2.5 nonattainment areas with 211 counties 14 ozone nonattainment areas 20 PM 2.5 nonattainment areas

Forward Path Requires Reconsideration of Ozone Transport Region Boundaries Clean Air Interstate Rule (CAIR) has brought us a solution to the majority of our remaining 8-hour ozone and PM2.5 nonattainment Ozone Transport Commission (OTC) proposed measures appear to serve I-95 corridor more than western Pennsylvania
