6 It costs SSA about $31.00 to issue a Social Security Card. In FY 2010, over 5.4 million new SSN cards, and over 11.1 million replacement cards were issues. Over 96 percent of newborns receive a Social Security card as part of the birth registration process.

8 Area Number: The first three digits of the SSN are the area number. The area number reflects the State as derived from the ZIP Code in the mailing address the number holder provided on his/her application for an original SSN card. 000-00-0000

9 Group Number:The middle two digits of the SSN are the group number. The group number ranges from 01 to 99, but group numbers are not released for SSN assignment in consecutive order. Instead, for administrative reasons, group numbers are released in the following sequence:Odd numbers from 01 through 09; then even numbers from 10 through 98; then even numbers from 02 through 08; and finally, odd numbers 11 through 99. 000-00-0000Group Number:The middle two digits of the SSN are the group number. 10 Serial Number: The last four digits of the SSN are the serial number. The serial number represents a straight numerical series of numbers from 0001-9999 within each group. 000-00-0000

11 SSNs are assigned randomly by computer within the confines of the area numbers allocated to a particular State based on data keyed to the Modernized Enumeration System (MES). 12 SSA does not have a general listing of SSNs and when they were assigned. Information about SSNs, and when and to whom they were assigned, is kept confidential by SSA. Commercial enterprises that purport to have this information did not get it from SSA and it's only as accurate as the source used to establish that database.

13 Effective June 2011, SSNs will be assigned randomly from one general pool of SSNs. This will eliminate the geographical significance of the first three numbers (area numbers). Previously unassigned numbers will be introduced for assignment excluding area numbers 000, 666, and 900-999.

14 EAB allows parents to complete applications for SSNs for their newborns as part of the hospital birth registration process:Hospitals collect the data necessary for enumeration and send it to their State vital records agencies, which then transmit the information to SSA. All parents applying for an SSN as part of the birth registration process receive Form SSA-2853 (Message from Social Security), which serves as a receipt for the SSN application via EAB. EAB allows parents to complete applications for SSNs for their newborns as part of the hospital birth registration process:Hospitals collect the data necessary for enumeration and send it to their State vital records agencies, which then transmit the information to SSA. 15 EAB requests are electronically transmitted to SSAs National Computer Center through electronic interfaces with the newborns State vital records agency. SSA uses the information from the State to enumerate the infants and issue SSN cards through an automated process.

If the parents later change the name, and MDH issues the birth certificate with the new name, SSA considers this a legal name change.
