EU structural standards programme initiated with stated aim of including offshore structures. Oil Companies moved from traditional geographic locations and suppliers to worldwide operations. Worldwide cross-industry trend to give lower credence to industry standards than national or international standards. Problem applied to the oil industry as a whole – not just offshore structures.
