Permitting Hydrogen and Fuel Cell Installations in Canada An Update Pierre Gauthier, H2E North America Air Liquide Sept. 2007 2 nd International Conference on Hydrogen Safety – Spain

2 Agenda Motivations Who’s Involved Contents What to expect What not to expect Project schedule

3 Motivations Industry wants to develop new H2 and FC markets, BUT there are a few key obstacles…  Market Needs: How about a H2 FC inside?  Support: C&S references, where?  Insurance: Providers will listen to whom? H2 is dangerous…  Applications: H2 as a fuel for my boat…not listed here! Project costs doubling to satisfy permitting authorities who lack info!

4 Public Acceptance of H2 & FC CTFCA C&S Working Group has conceived this project! (Thanks to Ian Macintyre) WG has been led by Industry since 2002!  Ballard (Jeff Grant)  Air Liquide (Kim Curran)  Powertech Labs (Joe Wong) This ‘Tool’ will help us realize the obstacles ahead and the obvious need to reach consensus amongst permitting authorities for H2

5 Permitting Guide Project Aims Act as a reference tool Speed Approvals processe (today, 2 – 8 months!) Eliminate delays Ease of use Promote growth of hydrogen energy industry

6 Project Members

7 Contents of the Guide Flow Diagram: a culmination of several minds at Air Liquide Canada and years of practical experience Three Canadian regions  British Columbia  Ontario  Québec

8 Technology Type On-Site Hydrogen Generation Hydrogen Dispensing Vehicular Fuel Cells Stationary Fuel Cells Portable Fuel Cells

9 Example of Technology Type Stationary Fuel Cell Systems Identification of Impacted Elements Identification of Authorities Installation Approval Procedures Good Practice Recommendations Identification of Impacted Elements

13 Stationary Fuel Cell Systems Identification of Impacted Elements Identification of Authorities Installation Approval Procedures Good Practice Recommendations Installation Approval Procedures

14 The Core of the Guide Installation Approval Procedures List of Documents Required per Authority Recommended Sequence of Steps List of Expected Inspections

15 Stationary Fuel Cell Systems Identification of Impacted Elements Identification of Authorities Installation Approval Procedures Good Practice Recommendations

16 Some Things to Consider Good Practice Recommendations Operation and Safety Training for End Users Emergency Response Plan Personal Protective Equipment Documentation of Incidents, Repairs, Alterations Notification of Changes to AHJs

17 What the Guide Will and Will Not Do  Describe certification process  Define design specifications at detail this is just space filler  Duplicate the work of standards developers  Cover natural gas and other fuels  Be a textbook!  Describe approval process  Highlight aspects of installation that will require permits  Reference relevant codes & standards  Cover hydrogen projects ojnoi iuniu  Be concise, practical, and easy-to-use!

18 Project Timeline June Completed draft copies of regional permitting issues November Complete final version of Guide. Begin printing. January 2008 Deliver training program in three cities: Montréal, Toronto, Vancouver
