3 www.ncja.org Today’s Discussion  Criminal justice federal grant programs have shrunk or disappeared.  Some funding for law enforcement is included in the Department of Homeland Security (DHS) grant programs.  What’s next?

4 www.ncja.org Where We Are  Feb. 7, 2005, president submitted proposed FY ’06 budget to Congress.  April 25, 2005, Congress passed budget resolutions.  May 17, 2005, House passed the DHS appropriations bil  June 7, 2005, House Appropriations Committee approved the SSJC bill.

25 www.ncja.org BOTTOM LINE BOTTOM LINE DHS’s Office of State and Local Government Coordination President’s recommended FY ‘06 budget:  Reduces assistance to state and local governments by almost $500 million  Essentially eliminates formula funding  50% of law enforcement funding is allocated to urban areas House Sub-committee:  Reduces assistance to state and local governments by over $500 million

26 www.ncja.org What Does This Mean to CJIS Program Managers?  Work with state homeland security department to include CJIS in domestic preparedness planning and funding  Provide comprehensive analysis of performance measures and return on investment to state legislators and Congressional delegation

27 www.ncja.org What Does This Mean to Governor’s Policy Advisors  Advocate for coordinated state wide strategic planning for domestic preparedness and criminal justice  Keep state decision makers’ eyes on the public safety “ball”  Traditional crime prevention and crime control is domestic security
