21 STARTUP TO INNOVATIVE CO-OPERATION Grazer Congress 14 th November 2007 -Partners have long and rich experiences in a wider co- operation area, involving similar institutional structures from national to local level. (Entities based on a private law and private international law are already well experienced and functioning without problems) - Responsibilities and competences for territorial cooperation are spread among all levels defined by partner’s political systems in place (Departments for External Relations, Sectoral Departments, Programme Authorities..). Capitalisation of experiences..
