2 GMASS II Description Performance at CONUS and OCONUS locations in peacetime, emergency, or wartime conditions. Flexible support providing maintenance, supply and logistics services Program management through long-term enterprise wide solution. Supporting tactical, non-tactical, and commercial equipment. Broad customers base for contingency mission US Army, US Army Reserve, National Guard Bureau, Joint Forces, DOD Agencies, Foreign governments and Coalition Forces. UNCLASSIFIED

3 GMASS II Capabilities Maintenance Capabilities:  Field level services  Repair and maintenance support on a full range of equipment employed in both APS,GWOT, and Peacetime missions to include tactical and non-tactical vehicles, track vehicles, ground support equipment, armament, engineer, and commercially procured equipment. Supply Capabilities:  Retail and wholesale supply and property accountability.  Receipt and issue of the following classes of supply: I, II, IIIP, IV, V, VII, VIII and IX. Logistics Capabilities:  Transportation  Program Management Services, Configuration and Sustainment of Army Modular Equipment Sets, Non-Army Equipment Sets.  Providing QC and QA Support.  Contingency Planning  Facilities Support  Risk Management Other Capabilities:  Sustainment of AIT Systems  Readiness Reporting Systems,  Standard Army Management Information Systems (STAMIS)  Operation of Mission Specific Information Systems Including the Army War Reserve Deployment System.  Earned Value Management Systems  Training UNCLASSIFIED

4 Contract Strategy Full & Open Suite Multiple Contract Types based upon urgency, complexity and risk – FFP, T&M, Labor, CPFF, CPAF etc. Contract Structure – Multiple Award IDIQ Competition – Full and Open Ceiling - $2.0 Billion per year Period of Performance – 1 Base Year, 4 One Yr Options Award Fee –  Base Fee – 1-3%  Award Fee – 4-6% Source Selection – Best Value Restricted Suite Multiple Contract Types based upon urgency, complexity and risk – FFP, T&M, Labor, CPFF, CPAF etc. Contract Structure – Multiple Award IDIQ Competition – Restricted to Small Business Ceiling - $6.5 Million per year Period of Performance – 1 Base Year, 4 One Yr Options Award Fee –  Base Fee – 1-3%  Award Fee – 4-6% Source Selection – Best Value UNCLASSIFIED

5 Source Selection and Award Plan Conduct Best Value Source Selections and Awards with at least five contract awards for the GMASS II Restricted Suite. Conduct Best Value Source Selections and Award no more than three contract awards for GMASS II Full and Open Suite. UNCLASSIFIED
