2 Background Initiated by the 2008 CEOS Chair, CSIR CSIR encourages the promotion of regional coordination mechanisms through specific projects CBERS-2B data: Brazil and China provide the necessary infrastructure for Africa-wide coverage of their resource need to be built GEOCOVER products: Funded by USA led to free and unlimited access to specific global orthorectified Landsat archive data a massive impact in terms of broadening the user base of the data particularly in developing countries

3 Background Sustainability of Earth Observation efforts will be determined by the end users. Developing countries an essential component of capacity development. Developed countries mature infrastructure and technological capabilities will play a vital role in the sharing technologies Broadening data access and capacity to these end users, CEOS will successfully exploit the EO potential in the relevant domains of GEO SBAs.

4 Objectives To encourage members in developed countries to share capability, to developing countries, in accessing datasets, image-processing software tools, image-processing systems, dissemination models, cross-border collaborative projects, capacity building and training.

6 CEOS Engagement in 2008 CEOS agency members expressed their willing to support Meetings in person with agency members to identify specific requirements, to negotiate and finalise some form of institutional agreement. Project coordinators teleconference and email correspondence

7 2008 Achievements 4 pillars Data access Contributed and/or committed: CBERS-2B, SAC- C, Landsat, Globcover, JERS1 SAR, Radarsat Africa Mosaic, MODIS, NOAA and MSG data for the development of AFIS, etc. Software and Tools LEOworks, Georeference Information system, Quantam GIS, etc

8 2008 Achievements Disseminate Data Geonetcast Capacity Development CEOS members ’ commitment to provide international experts Training facility and web based model are being explored

10 Data Democracy in 2009-10 Success of this project is directly benefit to end users Some actions however are still open the project is defined as one of the 2009 CEOS priorities For continuity, Troika, in principle, will take lead as a project coordinator with support of CEOS members

11 2009 Goals and Objectives Continue to work on the ongoing Tasks Expand the initiative to users in SE Asia Focus more in software/tools and capacity building Focus in 2010 to be suggested by INPE

12 1. Broaden Data Access in SE Asia 30 m. G-DEM from SRTM Support on SAR images is encouraged Open access of Satellite data for serious natural disasters Open access for capacity building Encourage Participation from CEOS members

13 2. Data Dissemination Essential, especially for critical situation Possible coordination Asia Pacific Advance Network (APAN) TIEN-3

14 3. Software and Tools Image processing/GIS To generate Value Added Products To monitor natural disaster To improve image quality The 2008 contributors are also still encouraged Existing freeware/commercial software
