CRUSA provided original funding In 2010, the OAS signed an agreement with CRUSA, which transferred all the administration rights of ARTCA and its operation funds to the OAS: OAS-ARTCA General Cooperation Agreement Between ARTCA and RedCLARA (Spanish for Latin American Cooperation of Advanced Networks) in Costa Rica.
