4 4 Request for Proposal (RFP) You have expressed interest in HWA-ESPI-RFP 010 General: all proposals required by 2pm, Australian Central Daylight Time 09 March - submit completed template (Section 3 of RFP) Information provision will continue via FAQ section on website Workforce focus; extended scope of practice of nurses in the Emergency Department Themes: National trend of increasing presentations to the Emergency Department and related workforce issues.

5 5 General workforce and workload issues Context: –Increasing number of presentations to Emergency Departments –Overcrowding issues –Workforce issues – support for FACEMS –Issues in delivering the national 4 hour rule Strategy and objective: Develop innovative extended scope of practice roles and use the current workforce more productively for more responsive service. Drive large scale adoption. Implement successful models based on evidence – ESOP project + existing jurisdictional initiatives - develop toolkits for national dissemination of successful models. - barriers to change: Professional protectionism, on going financial support, legislation

6 6 RFP: Implementation site projects Broad requirements: Proposed model of extended scope nursing role that can demonstrate improved productivity in the ED noting the HWA priority areas of: Mental Health, Rural & Regional and Paediatrics. Ability to successfully establish the service model during the project life span. Development of toolkits and implementation guidelines for national dissemination. Management of internal cross professional relationships External – Management of partnership arrangements with implementation sites

7 7 Project management Funding agreements: three-stage approach to implementing evidence of redesigned workforce models Stage 1 – Setup: Period of time to be agreed with HWA to set up the evidence based and agreed model for implementation and evaluation framework against set criteria in the RFP. Stage 2 – Implementation: implement and monitor the model for at least twelve months. Stage 3 – Evaluation structured evaluation process that HWA will develop in partnership with the organisations and a selected evaluation consultant for common and specific outputs and outcomes

8 8 How do we expect you to work together?  Work closely with HWA via a variety of mechanisms to achieve optimal redesign and diffusion of knowledge  Work with evaluation consultant on the development of evaluation methodology and internal KPIs.  Internal partnering with your own stakeholders.  Attendance at up to four workshops for knowledge management and to drive shared redesign / reform approaches in your RFP group  Demonstration of sustainability beyond funding ; determination of what is required for large scale adoption  Determination of what is required for large scale adoption.  Sound multidisciplinary governance arrangements for this proposal.

9 9 Anticipated outcomes & evaluation  Workforce Innovation: Implementation of new and innovative roles to support the existing workforce and service delivery requirements.  Workforce productivity: Workflow impacts particularly on medical practitioners.  Models of flexible workforce configuration (balance of Medical/ Allied Health staff);  Workforce responsiveness: increased and continuous access to supply of right services, first time;  Workforce flexibility: models of workforce practice adaptable and flexible to future change;

Up to $325,000 each up to five organisations HWA RFP –ESPI – 010
