Regulatory Framework Congress – To operate in the country, a telecommunication company must first secure a congressional franchise as provided for in the Constitution – develops broad legislation that can impact on telecommunication laws (e.g. RA 6849- The Municipal Telephone Act; RA 7925 – Public Telecommunications Policy Act)

5 CICT 1. Regulatory Framework CICT – A transitory agency created under Executive Order 269 in January 2004 – the primary policy, planning, coordinating, implementing, regulating and administrative entity on the ICT Sector of the executive branch

6 CICT 1. Regulatory Framework National Telecommunications Commission – The industrys regulator, created in July 1979 by Executive Order 546. – Has quasi-judicial powers, and responsibilities for developing tariff regulations, licensing conditions, technical regulation, competition and interconnection requirements, and similar regulatory measures.

7 CICT 1. Regulatory Framework Local Government Units (LGUs) – Republic Act 7160, also known as the Local Government Code of 1992, allows LGUs to exercise powers and discharge such other functions and responsibilities as are necessary, appropriate, or incidental to the efficient and effective provision of the basic services (which includes telecommunication and communication facilities) (Philippine Congress 1992: Sec. 17).
