Mercury Switch Presented by Jeffrey Gutschmidt Collection Program 2014

Program overview Since 2006: 230,000 mercury switches removed 500 pounds of mercury kept out of the environment! Participants are paid a bounty on each switch collected - $3 per light switch and $9 per anti-lock brake (ABS) switch, which contain three mercury pellets.

Budget 2013-2015 Staff Resources Budget $ 24,840 Bounty Paid to Recyclers Budget $ 67,160 2015-2017 (Proposed budget) Staff Resources Budget $ 110,160 Bounty Paid to Recyclers Budget $ 297,840 (money would likely be left over from 15-17 should the program be extended to 17-19.)

Types of Switches Light switches, Anti-lock breaking switches Airbag sensor switches.

Program Metrics Initial National Estimates SwitchesPounds (theoretical (+/- 10%)) 34,032,000 75,060 lbs (Initial goal 80%, 60,048 lbs) Present Day National Totals 6,005,94713,213 lbs (22% goal) Initial Washington Estimates 666,0001,470 lbs (initial goal 80%, 1176 lbs) Present Day Washington Totals 230,000500 lbs (42.5% of goal) Washington has outpaced the nation in mercury switch collection by 20.5% !

2014 statistics 1,518 ABS switches 21,152 light switches 50 pounds of mercury removed 235 active program participants These numbers represent an estimated 11 thousand vehicles processed.

Year-over-year comparison for Washington State Switches collected 2006-2014

Where Washington stands In 2014, Washington ranked 13 th in the U.S. in terms of population (approx. 7 million residents) In 2014, Washington ranked 5 th in the nation in terms of pounds of mercury removed from scrap vehicles!

Top 20 state rankings 2006-2010 (pounds of mercury collected) Washington, 2012-2013: ~50 lbs/year

Washington, 2011-201:4 ~37-67 lbs/year, ranking #5-16 Top 20 state rankings 2011-2014 (pounds of mercury collected)

Lifecycle

Challenges at Wreckers Auto wreckers face continued environmental challenges: Mercury switches continue to come in at a steady rate. Proper removal, management, storage, and recycling of batteries from standard and rechargeable vehicles that contain nickel, cadmium, lead, and lithium. Management of used oil, antifreeze, gasoline, and other fluids from automobiles. Auto shredder residue (auto fluff) contain HOC’s (PCBs and fire retardant chemicals), metals, and other hazardous ingredients like asbestos from brake pads. Stormwater issues/permit coverage. Finding markets for recyclable materials in lieu of landfill.

Program Future Mercury Switch Removal Program is funded through June 30, 2017. If the program is extended on the national level there is excess budget from 15-17 to cover 17-19. According to the Executive Director of ELVS, Mary Bills, it is still too early to tell if the program will be extended. If not, are there other critical environmental issues with mercury products? If not, are there other critical issues that could be addressed through a bounty style program? Perhaps extending the program to cover other mercury items, like thermostats, while simultaneously continuing to collect switches that might still come in after the national program ends?
