2 NM Wing Directive: Squadron 2 NM-030 members shall review Section 2.5.4 “Taxiing” of the Mission Aircrew Reference Text (MART) All NM Squadrons shall review proper use of CAP From 78 (Incident Reporting) and Form 79 (Incident Investigation Report)

3 Background On 9 June 2008, aircraft N374CP (G-1000 C182) was damaged while taxiing on a ramp at ABQ. Wing investigation concluded that the mishap resulted from 2 main factors: 1. Taxiing in an unsafe, congested ramp area 2. Pilot error in failing to judge distance of the aircraft wing to a chain link fence, causing minor damage to the left wing tip.

17 Mishap Reporting Requirements Internal Mishap Reporting: The unit or activity Commander will immediately notify the Wing Commander, Wing Safety Officer, and State CAP-USAF Director of any accident, incident, or mishap involving bodily injury or property damage to aircraft or vehicles in his or her unit. If the Wing Commander is unavailable, the unit Commander shall notify the following in order of precedence: Vice Commander, Chief of Staff, Director of Operations, Wing Secretary, or Legal Officer. The Wing Safety Officer and the CAP-USAF State Director shall be notified in all cases. A list of reportable accidents, incidents, and mishaps is contained in CAPR 62-2 Attachments 1, 2 and 3. In addition, the 4b.Unit or activity Commanders are responsible for submission of an online CAP Form 78 within 48 hours of a mishap.

19 Mission Aircrew Reference Test (MART) 283pp 2.5.4 Taxiing: While taxiing the aircraft, all crewmembers should watch in all directions for any obstacles that might contact and damage the airplane, such as other airplanes, fuel trucks, signposts, linemen, cadets, or fence posts.

20 MART 2.5.4 “Taxiing” Anytime the AC is within 10 feet of obstacles, the pilot should stop, and then taxi at a speed not to exceed a slow walk. If the obstacle is very close the crew should not attempt to taxi the aircraft; they should get out and push the aircraft clear of the obstacle (or ask for AC to be towed!)

21 Summary Aircraft bound for Bode maintenance will be delivered to the East public ramp area. Bode personnel can then be asked to tow the AC to the west maintenance hangar (at their risk). Form 78 Mishap reports must be filed within 48 hours. CAPR 62-2 4(3)b Notify the Wing CC, Wing Safety Officer, and CAP-USAF State Director of ALL mishaps.
