1 Simulated Incident Event Message Exchange and Flow SCENARIO: INTERSECTION INCIDENT Situation: At 1:15 pm, July 28, 1999, a pickup truck turning off the eastbound lane of state highway 57 (two lanes) onto county road 634 (two lanes) went out of its southbound lane, crossed the road, hit a tree, and came to a stop with the cab on the shoulder of the road and the bed intruding about two meters into the northbound lane. An off-duty South County Highway Department employee was approaching in the northbound lane, had a clear view of the incident happening, and immediately reported the accident and its location to the South County Dispatch. He parked his vehicle on the side of the road, went over to the truck, and found the driver slumped over the steering wheel apparently unconscious. He reported this to SC Dispatch. The traffic lights are operating. Due to the accident, northbound traffic on road 634 is stopped south of the intersection, and southbound traffic crossing highway 57 or exiting southbound off highway 57 onto road 634 is slowed. Conditions: The weather is partly cloudy and cool. Local temperature is approximately 75 degrees F. The wind is from the west at 5-10 mph. South County Police, Fire and Rescue, and EMS units are available just seven miles south of the highway 57/road 634 intersection. Problem: The pickup truck driver is injured. Even though traffic on road 634 is light, South County responding resources will have to contend with getting through the beginning build up of traffic in the northbound lanes. Likewise, state responding resources will have to contend with the slowdown of road 634 southbound traffic crossing highway 57 and traffic exiting southbound off highway 57 onto the southbound lane of road 634.
