SOS Insights (We’ve come a long way…) Katharina Schleidt Katharina.Schleidt@umweltbundesamt.at

Overview Background Requirements for O&M data access Conclusions 2

Background INSPIRE Prototyping: INSPIRE-EMF (2008-2009) CAFE-SEIS (2009-2010) INSPIRE Data Specification INSPIRE TWG EF (2010-2013) D2.9 INSPIRE O&M Guidelines(2011-2013) EEA Data Specification AQD e-Reporting (2010-Present) Research Projects ALTER-Net FP6 NoE (2004-2008) Sany FP6 IP (2006-2010) ENVIROFI FP7 CP (2011-2013) 3AQD Pilot Meeting

Background - INSPIRE Prototyping INSPIRE-EMF (2008-2009) Prototyping the INSPIRE Environmental Monitoring Facilities Theme for Air, Waste, Water & Biodiversity with focus on e-Reporting Identified strength of O&M Standard for provision of e-Reporting data As only for e-Reporting pilot, query functionality not relevant, possible to serve via WSF with predefined queries CAFE-SEIS (2009-2010) Prototyping for e-Reporting under 2008/50/EC & INSPIRE Work done jointly with Sany FP6 IP working on SOS Identified strength of SOS for provision of both real-time sensor data as well as processed and/or archived (also did on-the-fly processing) 4AQD Pilot Meeting

Background - INSPIRE Data Specification INSPIRE TWG EF (2010-2013) Worked on definition INSPIRE Data Specification for Environmental Monitoring Facilities Possible to provide harmonised data model across environmental themes SOS provision always assumed for sane data query D2.9 INSPIRE O&M Guidelines (2011-2013) Coordinated the X-TWG providing Guidelines on the use of O&M and SOS across INSPIRE Themes Measurement data is a strong component of several INSPIRE Themes Clear committment to use of SOS from all TWGs participating 5AQD Pilot Meeting

Background - EEA Data Specification AQD e-Reporting (2010-Present) 2008/50/EC requires provision of data via INSPIRE INSPIRE EF & AM Data Models have been extended for AQD e- Reporting purposes Data provided to EEA (ReportNet) in INSPIRE compliant format since start of 2014 Includes up-to-date air quality data (hourly measurements from the last hour) Data publicly available, no access restrictions. Thus, even more valuable if made openly available 6AQD Pilot Meeting

Background - Research Projects ALTER-Net FP6 NoE (2004-2008) Defined semantic data framework for Europe‘s Long Term Ecological Research Network Essence of environmental data is What, Where, How Sany FP6 IP (2006-2010) Worked on first prototypes of OGC Sensor Network Standards Much work on SOS ENVIROFI FP7 CP (2011-2013) Bringing the Environment to the Future Internet Provision of environmental data to public via mobile devices – showed advantages of re-using data in other contexts (was reusing Sany Air Quality feeds) Crowd-sourcing for access to additional environmental information 7AQD Pilot Meeting

Requirements for Measurement Access Core of observational / measurement data: What Where How Needed for all interactions with data: Discovery/Identification Query/Access Interpretation/Processing 8AQD Pilot Meeting

Requirements Beyond WFS If we use WFS: Capabilities only show that observations and methodological information are available (no What, Where & How) Observations can only be provided in temporal blocks (no temporal query) Methodological information only available after accessing Observations Difficulties dealing with live data If we use SOS: Capabilities response detailing measurement data available (so including What, Where & How) Spatial, temporal & thematic queries (again, What, Where & How) Clearly structured access to both live and archived data Methodological information on how data was assayed (more explicit How) 9AQD Pilot Meeting

Conclusions INSPIRE requires the provision of observational and measurement data across various themes Observational and measurement data difficult to access via WFS, straightforward via SOS Simple access to live and archived data opens possibilities for re-use  SOS ideal extension to INSPIRE 10AQD Pilot Meeting
