3 Project Monitoring and Evaluation in the GMS 7-18 May 2012, Mekong Institute, Khon Kaen Project Title: The Road Improvement of 1J (97km) on Cambodia-Laos-Vietnam (CLV) Development Triangle Background:  The project is also a main and priority road which include in a programme of Cambodia, Lao PDR and Vietnam Development Triangle, for increasing the efficiency and promoting the trade, tourism opportunity and social/economic development in this region. The region is to be designated as the Industrial Region for transportation and trade purposes and as a Eco-Tourism zone for tourism development for the North-Eastern and Eastern of Cambodia, Southern Lao PDR and Central of Vietnam.  To make a contribution to the development of Monitoring and Evaluation in the Ministry of Public Works and Transport, especially in improving road in Lao PDR.

5 Stakeholder Analysis Stakeholders to be involved in the M&E process Stakeholder’s InterestRole* in the M&E process Level**of participation in the M&E process Methods they can use to monitor and evaluate the project? Japan-ASEAN Integration Fund, Lao PDR and will be involved in this project. The economic activities which will be occurred by the improvement of the project roads, will provide benefits to other ASEAN countries. Supervise the implementation of the executing agency (MPWT ) Partnership and consulting from CLV is the coordinator country for, and until the next working level meeting of CLV and on the CLV Development Triangle Ministry of Public Works and Transport (MPWT) as executing agency Infrastructure development in CLV Monitor the implemtation of the consultant and contractor Supervising Report / meeting visit the construction site MPWT as implementing agency Road, bridge, culvert and drainage construction & improvement Implementing Household as traget group provide easy access for local people to health center, education and welfare facilities Participate in the project progress meeting Informing Questionnaire, interview and feedback voices All the people in Cambodia, Lao PDR and Vietnam are the direct beneficiaries of this project. To provide access between CLV three countries Informing Contractor/Consultant as project team Find out and solve problems and what are the benefits or impacts from the project Implement the projectconsultingThe Consultant team will discuss with undertakings of CLV team.

6 Design and Monitoring Framework (DMF) Design SummaryPerformance Targets/IndicatorsData Sources/Reporting MechAssumptions/Risks Impacts -Trade activities and economic development improved, employment and household income increased -Increased trade activities and investment in the road influence area by 2 years -Improved access to employment and household in two districts in Laos and increasing 10% per year -Division of Planning and investment province -People in Villages -Provide access to productive agricultural areas -Promote development of villages in these areas Outcomes -Journey time reduced, more products are sold because farmers and manufacturers have better access to markets -Reduced travel time by 2 hrs from 3 hours -Reduce transportation cost of goods and passenger traffic in 1-2 years -Division of Public Works and Transport -Institution of international transit system (CLV) Outputs -Improved roads, 97 kilometers of roads is completed  Safe, all weather overland route from Attapu to Lao- Cambodia border in 97 km -Report from transport sector in province -The economic activities which will be occurred by the improvement of the project roads, will provide benefits to other ASEAN countries.
