10 European Commission Directorate-General for Energy and Transport n°1026/6/2003 TEN Policy Development SECRETARIAT AND ACTION PLAN (Article 10 and annex II) l SECRETARY PLAYS A KEY ROLE: u managing the action plan u organising the steering group meetings u liaising with national administrations u assisting the chairman in international liaison work, particularly with Corridors u managing the transport observatory and liaising closely with the project preparation facility

11 European Commission Directorate-General for Energy and Transport n°1126/6/2003 TEN Policy Development l ACTION PLAN: u the « blueprint » for Network activities- outline in annex II u based initially on REBIS outputs u to be further developed by transport observatory u to be maintained in very close liaison with relevant Corridor action plans u to be GIS-based and computer-based u depends on input/close dialogue from relevant officials in national ministries: therefore need for co-ordinator in each country at working level

12 European Commission Directorate-General for Energy and Transport n°1226/6/2003 TEN Policy Development l TPPF (Transport Project Preparation Facility) u Already discussed - mentioned here for completeness u Will play important role in feeding project pipeline between now and end 2004 u Important function in training and institution-strengthening u Reports to ISG, but will need close link with Network secretariat when latter becomes operational

F If not, how can it be improved to become practicable? F Are you willing to make the necessary political commitments and compromises? F Are you prepared to give the necessary priority in your own allocation of resources and work planning? F Are you willing to incorporate the action plan in your own national transport plan, including financially? F Do you have all relevant players on your side in your country? F If not, what steps will be taken to get a consensus and how long will this take?
