4 The Hargreaves Review In November 2010 Professor Ian Hargreaves begins an independent review into how the intellectual property framework supports growth and innovation. In May 2010, the review reports to government. 10 recommendations made including the creation of a Digital Copyright Exchange (DCE). November 2011 Government appoints Richard Hooper to lead a feasibility study on developing a DCE for the UK. Streamlining Copyright 2013 4

5 DCE Feasibility Study Phase 1: December 2011 – March 2012 – Focus on identifying the problem – Report published 27 March 2012 Concludes relative to rest in world UK copyright licensing processes compare well BUT there is much to do. Streamlining Copyright 2013 5

6 DCE Feasibility Study contd Issues identified include: – complexity of process and organisations; – difficulty in finding out who owns what rights to what content; – poor quality data and a lack of common standards leading to issues with accurately paying creators; – difficulty and expense in licensing content for high volume/low value transactions 6 Streamlining Copyright 2013

9 Main problems identified Difficulty in identifying who owns what rights to what content in which countries Not enough focus in the market on the high volume of low monetary value transactions – the long tail of users Cost and hassle of licensing content for this market could be higher than its value to the overall work 9 Streamlining Copyright 2013

12 Objectives A place to find out more about copyright A place that encourages the registering of rights to copyrighted works, permissions granted and licences issued A place where rights and potential rights users can get licences - easily Voluntary, opt-in, not for profit, industry-led Will not compete with DCEs already in existence and will encourage more Streamlining Copyright 2013 12

13 Underlying principles A portal to connect potential users with rightsholders and rights information. Hub is for copyright and related rights traded digitally for any content or media type Hub will facilitate interoperability among Registry and Exchange services and across different sectors.
