2 Monitoring Update  Thanks to everyone for working so hard to get their monitoring workpapers and documentation into the system.  Hopefully, the monitoring system met your needs. Please see me and give me your feedback. We want to hear from you.

3 Monitoring Cyle  All LEAs complete self-monitoring each year  Once every 5 years, all LEAs will be monitored through desktop or onsite activities  Access the 2009-2010 TAP to see when your LEA is scheduled for monitoring

4 Highlights of Changes in the Monitoring System  Everyone used the monitoring system this year regardless of the type of monitoring activities  All LEAs had to upload documents Self-Monitoring Districts had uploads for Title I, Part A, Title I, Part A – Choice, and Title X.  We eliminated multiple uploads of the same document

5 Highlights of Changes in the Monitoring System (Continued)  Reduced requirements to upload information already at FLDOE.  All follow-up will be done in the system Development of System Improvement Plans Uploading of documentation used as evidence of the correction of findings Approvals of SIP implementation by FLDOE program staff

6 How long does it take to complete desktop and onsite monitoring?  Within one week, usually less  We believe we will spend less time in LEAs as a result of prior review of documentation provided.  Planned in conjunction with the LEA  Scheduling begins next week

7 What happens during onsite/desktop monitoring?  Entrance Interview (Usually conference call) With Superintendent and his or her choice of participants Discuss the process/purpose of monitoring Not designed to “catch” you doing something wrong Review schedule  Interviews with LEA staff (onsite and desktop),  Interviews with students and parents (onsite only)

8 What happens during onsite/desktop monitoring? (Continued)  Visits to schools and other sites (onsite only)  Exit Interview (will usually held on Monday following monitoring) It is critical that the Superintendent or Assistant Superintendent attend Exit Conference With Superintendent and his or her choice of participants Goal is no surprises for LEA program staff Discuss areas of concern not findings Discuss next steps

9 What happens after onsite/desktop monitoring?  Using the monitoring system, FLDOE staff enter their reports  Reports are reviewed by: Directors and Bureau Chiefs Director of Federal Programs Director of Administrative Services (Grants Management)

10 What happens after onsite/desktop monitoring? (Continued)  LEAs receive a preliminary report (email) Accepts with findings Request reconsideration of findings within ten working days, based upon  Documentation provided through the last day of monitoring  Additional explanation or clarification  FLDOE program staff, Bureau Chiefs, Director of OFP and Director of OGM hold a reconsideration meeting and remove or uphold the finding(s). LEAs notified of the final decision within ten working days of the reconsideration meeting by email

11 What happens after onsite/desktop monitoring? (Continued)  LEA develops System Improvement Plans (SIPs) for each item that requires further action.  LEA inputs SIPs into the monitoring system within ten working days of receipt of the preliminary report  FLDOE staff approve the SIPs in the system or work with LEA to get them approvable

12 What happens after onsite/desktop monitoring? (Continued)  Chancellor FLDOE sends official copies of the final reports to the Superintendents Once SIPs are approved, or After 30 calendar days, if SIPS are not approved  Final reports indicate that the LEAs were not responsive to FLDOE requests

13 What happens after onsite/desktop monitoring? (Continued)  LEAs complete activities from the SIPs using the online monitoring system within the timelines specified by the date that the 2010-2011 Self-Certifications are due (usually September) Exceptions – a few compliance items carry over until the next year. LEAs are out of compliance until findings are resolved.  LEAs upload evidence that SIPs have been implemented  FLDOE staff review and approve evidence of SIP implementation

14 What happens if SIPs are not implemented by the beginning of the next monitoring cycle?  SIPs must be continued or re- written for the 2010-2011 monitoring cycle

15 What are the consequences for not implementing SIPs?  If LEAs do not develop and/or implement SIPS: More restrictive reporting requirements may be required by FLDOE Funding may be withheld until the SIPs have been developed and successfully implemented FLDOE conducts follow-up monitoring with LEAs

16 What are the deadlines? RequirementDeadline Final Decision on Requests for Reconsideration to LEAs Within 10 working days of the receipt of the final decision System Improvement Plans to FLDOE Within 10 working days of the receipt of the Preliminary Report Final ReportWhen SIPs are approved or 30 calendar days from the receipt of the Preliminary Report Evidence that SIPS have been successfully implemented By deadline established in SIP or the due date for the Self-Evaluation Certification for 2010-2011

20 Will there be any additional monitoring?  Yes Title III will do some additional monitoring as required by findings from recent USED monitoring visit Title I, Part C will be doing some follow-up monitoring as a result of the recent monitoring visit by USED Additional follow-up, as determined by program staff  LEAs will be notified in December or early January

22 2010-2011 NCLB Applications  No final decision on having a consolidated application yet  We will provide TA, as always in the Spring (late April)  Goal is to have all applications ready before the TA

24 Update from Vice Chancellor Vitti Recently an ECTAC conference call was held. Mr. Vitti was unable to participate so we are taking this opportunity to provide answers to the specific questions asked.

25 What really happens after SINI 5?  At SINI 5, the district implements a Restructuring Plan. The LEA needs to select a different option. The LEA must create a new Restructuring Plan. This plan is a two year plan.  If the school becomes a SINI 7, the district needs to: Select a different option Create a new Restructuring Plan.

26 When will districts receive further communications regarding the development of Florida’s RTT application?  The final RFP is expected in early November.  Preliminary concepts will be presented to superintendents at their leadership conference on 9/23 for their feedback.

27 What reforms might districts have to commit to in order to participate?  Preliminary information will be covered on 9/23.  Superintendent’s feedback will assist FLDOE in narrowing the list.  Final decisions will be made after we receive the RFP.

28 Is Florida’s RTT grant application being developed using the proposed requirements as a guideline?  Yes!

29 Will all districts be written into the RTT plan, or will participation be limited? If so, how will they be identified?  Participation will be limited.  Decisions on the criteria for participating districts will be made after the RFP is received. *Martha Asbury will be providing additional information in her presentation.

30 Feedback on Monitoring Dates  No good dates for monitoring  Suggestion that we move to monitoring in April/May of each year (if implemented, beginning in 2011-2012)  What do you think? Caveats  Monitoring takes 2 months  We can’t monitor from mid-January through end of FCAT.  Please complete the feedback form on your table – One per district, please and leave on the table
