2 Office of Business Services  The Office of Business Services serves as a clearinghouse for small, minority-owned and women-owned businesses and provides technical assistance, state procurement guidance and business start-up expertise.  A key function of the Office is the maintenance of NJ SAVI database in order to assist State agencies in establishing and completing set-aside goals.  NJ SAVI is available to private industry as a source of third-party verification for supplier development programs. 3 Office of Business Services  New Jersey State’s statutorily-mandated small business set- aside contracting program (N.J.S.A. 52:32-17 et seq.) and Executive Order 71 require that each State department make a good faith effort to award a total of 25% of the dollar value of State contracts to eligible small businesses.  Although the Set-Aside Program is currently race and gender neutral, NJ Commerce continues to certify women and minority-owned businesses for the Equal Opportunity Act and for State agency us in Federally funded projects.  The Regulations specifically request that State agencies report all private-sector “recruiting” conducted during the implementation of their Set-Aside Program. 4 Office of Business Services What is NJ SAVI and How Does it Work? Selective Assistance Vendor Information is the database of businesses that are eligible to receive selective assistance in New Jersey, hence NJ SAVI. The Set-Aside Act and the Regulations that were promulgated subsequently establish that in furtherance of accomplishing the 25% goal, plans must be developed by each of the 65+ State agencies to project Set-Aside contracts for SAVI. In order to determine if a procurement is going to be a designated Set-Aside, the buyer will check with the NJ SAVI database!

5 Office of Business Services AND THE PLOT THICKENS……… By law if there are three or more vendors in SAVI that have the code that the buyer wants in their business profile, the department or agency is required to mark the bid or quote as some form of Set-Aside. What does it mean to mark a bid or quote as Set-Aside? ‣ The Best – Set-Aside Small Business Only vendors that are current in SAVI can bid or provide a quote for that procurement ‣ Great – Partial Small Business A SAVI vendor will be selected for each aspect of the contract that is being bid or quoted ‣ Good – Set-Aside Subcontracting All respondents must specify SAVI subcontractors

6 Office of Business Services How do we find eligible supplier participants? That is where the Web enabled database – NJ SAVI works for S/M/WBE businesses! Once an applicant is APPROVED or CERTIFIED by the Office of Business Services, a vendor record is created to represent that business. Contact information and a business services profile is established in the database that is real-time active information.
