HC “block” - based on users needs tasks on training on good practices with EO data, R&D on the development of tools and models for decision-making Architecture “block” – tasks on data availability but also on empowering people and institutions (the end users), user requirements and R&D components

15. IC “block” – tasks on networking and building and/or sustaining national and regional GEO capacities (ex. GFOI, Africa GIS, Africa GEO, GAMI…) The deliverables “block” should care about the GEOSS vision, i.e., find a management strategy to make sure observation and sharing is accomplished, and tools and models are available and used for decision-making.
