5 GEOSS How could one just imagine earth observations as it stands nowadays without RS satellites ? What would be the added value of GEOSS without informed decision-making?

6 Human capital For developing countries the horizontal dimension plays the most important role; –empower human capacity –understand needs and requirements –continuous training and exchanging of experience with stable/advanced institutions (networking), access to resources, –serving the decision-making process All the building blocks should aim at developing human capital – HC (CBC+R&D+UIC) + Infra + IC

7 Institutional capital building and maintaining institutional capacity is imperative; –sustainability and leveraging of funds, good management practices, commitment to sustain institutions –networking at national, regional and global levels All the building blocks should aim at developing institutional capital: IC + CBC + ADC+ R&D + UIC

8 The infrastructure Sustain and develop space-based in in situ data acquisition systems and networks, develop and implement data sharing, data transfer facilities, databases and data management systems –Require commitments from state members owning engines and data to share –Require building capacity in the user end All the building blocks should aim at developing infrastructure – ADC + HC (CB+R&D+UIC)+ IC.

10 The deliverables Informed decisions in all SBAs are the added value. They are the “final deliverables” of GEOSS. The building blocks must focus on the deliverables for structuring the work plan.

12 The chalenge Real understanding across the GEO community of the vision of an integrated System of Systems, where all the components require building capacity. Structure the work plan with the focus on the deliverables of GEOSS

14 Could we structure the WP following these 4 components logic? HC “block” - based on users needs tasks on training on good practices with EO data, R&D on the development of tools and models for decision-making Architecture “block” – tasks on data availability but also on empowering people and institutions (the end users), user requirements and R&D components

15 IC “block” – tasks on networking and building and/or sustaining national and regional GEO capacities (ex. GFOI, Africa GIS, Africa GEO, GAMI…) The deliverables “block” should care about the GEOSS vision, i.e., find a management strategy to make sure observation and sharing is accomplished, and tools and models are available and used for decision-making.
