Phoenix Convention Center Phoenix, Arizona Keys to Energy Behavior Change Solution Showcase Retained Energy Savings: Putting It into Practice Mike Van Dam Defense Logistics Agency August 12, 2015

Energy Exchange : Federal Sustainability for the Next Decade 2 DLA Full Spectrum Global Support Distribution 24 Distribution Centers Strategic Materials Defense National Stockpile Center Disposition Services Reutilization & Marketing Reverse Logistics Services Document Services Transaction Services Theater Support DLA Europe DLA Pacific DLA Central DLA Africa Supply Chains Subsistence Fuel/Energy Land Systems Maritime Systems Aviation Systems Medical Clothing & Textile Construction & Equip Logistics Information Service

Energy Exchange : Federal Sustainability for the Next Decade Scope of DLA Customer Support 3 A $38 Billion global enterprise Supports over 2,430 weapon systems Provides 90 percent of all Military Services’ repair parts Manages 5.3 million separate line items via eight supply chains Processes 100,000 requisitions/day, awards 10,000 contract lines/day Foreign Military Sales –Projected Sales Fiscal Year 2015: $2 Billion –Supporting 110 Nations Provides nearly 100 percent of Services’: –Fuels– Clothing and Textile –Food– Construction and Barrier Material –Medical Supplies Worldwide Presence: –25,000 civilian employees, active and reserve military –28 countries and 48 states (except Vermont and Iowa) –Humanitarian relief of 8 million meals, 11 million gallons fuel since 2011

Energy Exchange : Federal Sustainability for the Next Decade 4 Influence and Change for Good Be Proactive Start with the end in Mind First Things First Think Win/Win Synergy Reflect and Refine

Energy Exchange : Federal Sustainability for the Next Decade 5 Components of Energy Conservation Energy Conservation Behavior/Process Facilities Operational Mission

Energy Exchange : Federal Sustainability for the Next Decade 6 Proposal and Benefits Proposal - Promulgate a policy and set of guidelines by which we modify behavior to achieve energy efficiency throughout the enterprise Benefits - Success will result in an approximate energy savings of: –HVAC Setbacks; 7% of heating and 15% of cooling costs –Lighting; 4% of total electrical costs –Computer, printer, etc. night-time shutoffs and sleep mode; 4% of total electrical costs –Vehicle Idling; every 30 sec ~ 0.025 gal for a 20 mpg vehicle or approximately $.15 per minute based on $3.00 per gallon

Energy Exchange : Federal Sustainability for the Next Decade 7 Proposed Guidance Utilize Heating Ventilation and Air Conditioning (HVAC) Setback Temperatures –This has significant energy savings potential for areas not controlled automatically Turn off Interior Lights –In any and every unoccupied areas even when one intends to return immediately Remove Incandescent Lights from All Locations –Incandescent bulbs do not meet Energy Star requirements –Authorized replacements are compact fluorescent, fluorescent, LED or Energy Star rated luminaire Turn off All Outside Lights During the Day Turn off Computers and Monitors or Utilize Sleep Mode When Not in Active Use

Energy Exchange : Federal Sustainability for the Next Decade 8 Proposed Guidance Validate Sleep Mode on All Other Electronic Equipment –i.e. Scanners, Copy Machines, Faxes, Printers and Other Office Equipment Remove All Personal Appliances Close Doors and Windows Between Conditioned and Non- Conditioned Spaces Do Not Idle Government Vehicles When Unattended or While Waiting for More than 30 Seconds Use “Building Energy Champions” to conduct campaign

Energy Exchange : Federal Sustainability for the Next Decade 9 Guidance/Way Ahead Be an example and leader as Engineers. Incorporate within policy and projects “efficiency” requirements. The funds will be spent either way to maintain facilities and equipment so require “efficiency”. As a mantra that is better than Location, Location, Location use Automation, Automation, Automation. Four energy efficient buildings designed properly will cost a quarter of the life cycle costs of five buildings designed and maintained under the current “lowest cost” approach to construct for the same initial construction cost. Our current “valued engineering” process is counter productive when it removes higher efficiency equipment because of “limited funds”.
