In the fall of 1898, President McKinley and Secretary of State John Hay force an "open door" policy on the nations that control China. The policy would allow all trading nations access to the Chinese markets. According to National Geographic article, “Last Colonies” (June 2008) Almost half a century after the United Nations called for independence for all colonies, the organization lists 16 places – with 1.2 million people – that are still ruled by foreign powers. These are only the “non-self governing territories” designated by the United Nations.
