Accreditation standards developed in accordance with Standards and Guidelines for Quality Assurance in the European Higher Education Area) Regular ranking of HEIs and programmes - national and independent Research Universities (10 Universities selected) Measures towards financial stimulation of private sector for their involvement in research and innovation activity. Teachers have access to international data base (Thomson Reuters, Springer, Elsevier. Translation of the experience of Nazarbayev University in other HEIs.

11 Bolashak programme Established on November 5, 1993 by Decree of President of RK Regulation on the procedures of application and selection of candidates approved by Decree of President of RK – 03.03. 1997 1994–1997 – mainly in economics and humanities Present – 99 Master and Doctorate programmes (www.bolashak.gov.kz) & 178 specialities for research fellowship (since 2008)www.bolashak.gov.kz 2005 – increase of annual number of scholarships up to 3,000. 1993 - 2013 – grants awarded to 10,025 individuals for studying in 33 countries 6 015 scholars – Bolashak alumni За период 2005-2010 годы по программе бакалавриата обучались 3379 человек, магистратуры – 2964, докторантуры

16 Challenges Massification of higher education (insufficient quality of training specialists). Mismatch between needs and supply, increasing “diploma unemployment” Lack of specialised institutes and polytechnic schools (65% of HEIs are classical universities and 35% are academies and institutes offering special training. Management system is centralized and bureaucratic, not fit for market economy. Lack of partnership between HEIs and industry, lack of enterprise based practical work

17 Developments in higher education in Kazakhstan Framework parameters to the content of education. New State standards adopted based on Dublin descriptors. Increased optional component (BA to 55%, Master to 70%, PhD to 90%). Changes in university governance towards collegial system. International accreditation Development of strategic international networks and partnerships Polylingual education implemented in over 40 HEIs. Autonomy of HEIs (from 2015 onwards), corporate governance Further improving the system of financing to ensure efficient operation of HEIs Enhancing the role of students in HEI management (content, QA …)
