2011 OSEP Leadership Mega Conference Collaboration to Achieve Success from Cradle to Career 2.0 Survey says...census is better! Indiana’s transition from sampling to census method Anne Davis, Indiana Department of Education Rich Burden, Executive Director, IN*SOURCE Family Survey Data: How to Collect, Interpret and Use 306 (314)

Indiana’s Parent Survey History June 2007 OSEP deems SEA’s sampling plan technically unsound FFY 2006 (SY 06-07) APR SEA submits revised sampling plan and receives OSEP approval FFY 2007 (SY 07-08) and FFY 2008 (SY 08-09) SEA continues to use revised sampling plan

Indiana’s Parent Survey History State Advisory Council (SAC) Review SAC and IDOE review of FFY 2006 (SY 06-07), FFY 2007 (SY 07-08), and FFY 2008 (SY 08-09) APRs determines sampling plan no longer adequate Transition to Census Method Reported in FFY 2009 (SY 09-10) APR

Observations FFY 2008 (SY 08-09) APR Sampling method 88.6% report schools facilitated parent involvement 91 responses from sample group (21% response rate) At least one response from only 90 of Indiana’s 346 applicable LEAs Census method 27.9% report schools facilitated parent involvement 12,948 valid responses Number responses increased 11,000% At least 1 response from 330 of Indiana’s 346 applicable LEAs FFY 2009 (SY 09-10)

Improvement Activities Analyze survey results for trends regarding consistently low-scoring and high scoring areas of parent involvement. Training and TA to strengthen family, school, and community partnerships will be provided to LEAs as a means to increase student achievement and parent involvement. Train parents through Indiana’s Academy for Parent Leadership and other parent organizations throughout Indiana.

Improvement Activities Embed Indiana’s standards for family, school, and community partnerships into training and TA for statewide educational initiatives. Provide information sessions to increase awareness of statewide initiatives and effective educational practices among families and communities. Use the Indiana Resource Network as a means of providing support to LEAs in understanding how to better support parents.

Improvement Activities Coordinate and disseminate information related to family, school, community partnership activities in Indiana by creating a state hub for information on effective partnerships for these entities.

Next Steps... Analyze trends from new method – Which LEAs consistently have the greatest/least number of survey returns? – Which LEAs consistently have the highest/lowest satisfaction among parents? – Are there any correlations to the numbers of complaints/mediation requests/due process hearings and the numbers above? (Is there something else going on???)
