Assumptions Achieve Primary Universal Education (MDG # 2 as reference goal) CRPD as internationally / unanimously agreed legal framework and benchmark De facto some vulnerable groups have been overlooked in the pursue of MDG 2 and need to be included 40 out of 115 million of children out of school have disability ( Source WB Education Notes)

Working Definitions & Terminology Persons with Disability or Disabled People include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others Education includes all grades, however the main focus is on primary level Inclusive education, education that includes also all disabled children
