Office of the Federal Coordinator for Meteorology ICMSSR TASKINGS FOR WG/WIST ACTION ITEM 2004-1.2: NOAA/FHWA Partnering Plan for WIST. Complete development of the NOAA/FHWA Partnering Plan, covering road weather needs, as a first step in showing progress on WIST needs. (Suspense date: July 16, 2004) ACTION ITEM 2004-1.3: Working Group for WIST. Part A: OFCM establish a Working Group for WIST (WG/WIST), led by FHWA and NOAA, to allow all Federal departments and agencies to participate in the development of plans or projects to meet their WIST needs and ensure Federal resources are used efficiently. (Suspense date: July 15, 2004) Part B: WG/WIST develop a multiyear, Federal WIST research program plan to bring together the Federal weather and surface transportation research communities and provide a vision for the public and private sectors to use for planning purposes. (Suspense date: December 15, 2004) Part C: WG/WIST develop an overarching, Federal, multiagency-coordinated WIST implementation program. (Suspense date: May 31, 2005)

Office of the Federal Coordinator for Meteorology TERMS OF REFERENCE (TOR) The first draft of the WG/WIST TOR was sent out on July 21, 2004. Requested feedback by August 10, 2004. Also requested agencies name members to WG/WIST. Federal Coordinator suggested that DOT/Federal Highway Administration and the DOC/NOAA/NWS representatives serve as co- chairpersons. Some agency requests were received to change the TOR wording. Revised TOR sent out on March 15, 2005. Do the WG/WIST members see a need for changes now?

Office of the Federal Coordinator for Meteorology TERMS OF REFERENCE (TOR) The WG/WIST will: –Conduct a detailed review of the WIST Report (Ref: f) recommendations and prepare an initial set of appropriate actions to be taken for each recommendation. Some WIST Report recommendations seem to fall outside the ICMSSR taskings. For example: – Next Step 2A. Coordinate the WIST-related R&D research efforts and technology transfer programs of federal agencies, including but not limited to the U.S. Weather Research Program, the national Intelligent Transportation Systems research efforts, and a WIST R&D Program as proposed in Section 5.4 of this report. Transfer of research results and technology demonstrations to operational capabilities, services, and products available to WIST users should be a major component of this expanded coordination effort.

Prepare for and form strategic partnerships and alliances among government entities (federal, state, and regional/local), the private sector, the academic R&D community, and public-private entities. – Next Step 2C. To provide the legislative basis and funding support for expanded coordination, the provider communities, with the support of the WIST user communities, should give immediate attention to: – Reauthorization of the U.S. Department of Transportation surface transportation program under the Transportation Equity Act for the 21st Century (TEA-21) – Full support for the MTS as proposed by the Marine Transportation System National Advisory Council and the Interagency Committee for the Marine Transportation System.

Determine the roles of NOAA/NWS and/or other public and private sector partners in pursuing the above Goal for Nationwide Data Collection. – Next Step 3B. Address issues of observation standards and protocols, equipment siting, data collection, processing, archiving, access, and proprietary data through the use of a task force or similar action group. – Next Step 3C. Examine, test, and implement operationally current and emerging technologies for system definition and transition, system optimization, modal optimization, and environmental considerations. – Next Step 3D. Work toward full compatibility of transportation-related communications and information systems with the national Intelligent Transportation system Architecture. – Next Step 3E. Establish a task force to develop a security strategy for national weather information networks, addressing issues of data integrity and the balance between open access to data and restrictions to avoid hostile use of data systems and resources.

The federal agency partners in the FCMSSR should present a unified rationale to Congress and the Administration for the strategic potential of the fundamental research topics included in the WIST R&D Program and other coordinated R&D programs, similar to what has been done in the past for the U.S. Global Change Program. – Next Step 6. Conduct a WIST Education Forum on the status of and directions for expanded efforts in, education, training, and outreach for delivery of services and products to meet WIST user needs. There should be broad participation from the provider and user communities, as well as from the FCMSSR partners. Include topics on: Mechanisms for education of WIST users Opportunities for meteorologists and related professionals to learn about surface transportation systems Outreach to the general public through the media and school programs.

Office of the Federal Coordinator for Meteorology As a framework for this program the committee identifies the following five key research and development requirements: 1. a robust, integrated observational network and data management system specifically designed to meet the need for enhanced road weather research and operational capabilities; 2. a coordinated research effort to increase understanding of road weather phenomena and options for increasing safety, mobility, and efficiency of the nation’s roadways during all types of weather; 3. improved modeling capabilities and forecast tools designed to provide relevant, useful information to those who build, manage, maintain, and use the nation’s roadways; 4. multiple mechanisms for communicating road weather information to varied users in ways that support better informed decision making; and 5. an infostructure that takes advantage of new technologies to effectively monitor and predict road conditions and then effectively convey road weather information to end users.
