6 SSP safety promotion 4.1 Internal training, communication and dissemination of safety information The State aviation organization that has been designated as placeholder for the SSP shall develop and maintain a safety training programme that ensures that personnel are trained and competent to perform the SSP duties

7 Internal training programme
The scope of the internal safety training shall be appropriate to each individual’s involvement in the SSP The training programme should develop staff knowledge about ICAO SARPs related to the SSP and SMS the ICAO SSP framework, its components and elements related guidance material

... The training programme should develop staff knowledge about key elements of an SSP State’s SSP policies, responsibilities and accountabilities, processes and procedures acceptable levels of safety (ALoS) safety assurance processes an SSP implementation plan

9 Rationale for the SSP training programme
Safety training development should include a documented process to identify training requirements and training provided means to assess the effectiveness of training

10 SSP training programme – Categories
The State must ensure that all personnel are provided with safety information appropriate to their identified needs, to the extent of their safety functions and responsibilities. Safety training should be delivered by persons with appropriate knowledge skills, and experience in the applicable subject area

11 SSP training programme – Categories
The State must base and develop its SSP training programme around the four components of the ICAO SSP framework There should be three categories of training A – Indoctrination/initial safety training B – On the job (OJT) safety training C – Recurrent safety training

12 SSP training programme – Categories
Indoctrination/initial safety training New staff are trained on the basics of SSP/SMS and their safety responsibilities in accordance with their involvement in the SSP programme B On the job (OJT) safety training Safety training may be in the form of on-the-job training, delivered by persons with appropriate knowledge, skills and experience. C Recurrent safety training At least once a year a one-day refresher safety training should be provided to all appropriate staff

13 SSP levels of training When developing the SSP training programme, the State should take into account the different levels of knowledge and awareness required for the functions and responsibilities of the different staff positions within the authority The four levels of SSP training are Generic safety training Initial job-specific safety training Advanced safety training High level safety briefing

14 1 – Generic safety training
All relevant State aviation authorities staff To familiarize trainees with State safety policies, objectives and SSP/SMS fundamentals To provide an overview of safety responsibilities, including safety procedures and hazards reporting Hazards, consequences and risks Safety risk management process, including roles and responsibilities Safety reporting Service providers’ safety reporting system(s) Recipients Training objective Training programme contents

15 2 – Initial job-specific safety training
State aviation authorities technical staff To familiarize trainees with safety concepts, hazard identification and risk management relevant to their respective roles, functions and responsibilities In addition to 1) Hazard identification and risk management processes Safety data collection and analysis Note . – Promotion or internal movements within the State aviation authorities may require additional safety training Recipients Training objective Training programme contents

16 3 – Advanced safety training
State aviation authorities middle and senior managers To familiarize trainees with safety responsibilities, including compliance with national and organizational safety requirements, allocation of resources, and effective inter-departmental safety communication and active promotion of the SSP In addition to 1) and 2) Safety roles and responsibilities Safety assurance and safety promotion Establishment of ALoS and safety performance of SMS Recipients Training objective Training programme contents

17 4 – High level safety briefing
SSP Accountable Executive High level safety briefing should provide a special safety briefing on the SSP components and elements Organization of the SSP SSP roles and safety responsibilities Safety policy and objectives Safety risk management Safety assurance Safety promotion Note. – This training session should be reasonably brief (it should not exceed one-half day) Recipients Training objective Training programme contents

18 Training documentation
Training requirements and activities for each level within the State safety oversight authority should be documented A training file should be developed for each staff member, including management staff, to assist in identifying and tracking staff safety training requirements and verifying compliance SSP training programmes should be adapted to fit the needs and complexity of the State aviation activities

19 SSP safety promotion 4.2 External training, communication and dissemination of safety information The State shall develop and maintain a formal means for safety communication that ensures that service providers’ personnel are fully aware of the SSP and its relationship with the SMS safety critical information is conveyed to service providers service providers understand why particular safety actions are taken

20 Safety communication The State should communicate SSP policies, objectives, processes and procedures to all staff within State aviation organizations The SSP should be visible in all aspects of the authority’s activities Safety communication aims to Ensure that all staff is fully aware of the SSP Convey safety critical information Explain why particular actions are taken Explain why safety procedures are introduced or changed Convey “nice-to-know” information

21 Essential points The implementation of the SSP leaves unchanged the need for State aviation authorities staff to possess specialized technical knowledge and skills The implementation of a SSP requires additional skills in areas such as hazard identification and safety risk management The State must provide the necessary training to develop the additional skills
