1 Reston Metrorail Access Group (RMAG) Status Report Board of Supervisors Transportation Committee November 29, 2011

2 Purpose – Consider the current status and future access needs in the vicinity of the two stations – Provide pedestrian and bicycle access, and effective bus feeder service, and – Manage vehicular traffic projected in the area of the stations Study Area – Reston-Wiehle Avenue and Reston Town Center station areas Design Periods – Wiehle Ave Station – 2013 – Reston Town Center Station – 2017 – Other conditions - 2030 RMAG Status Report

3 Public input was developed through the RMAG monthly meetings Four public meetings: – Initiation of the study – Existing conditions – Preliminary findings – Final recommendations Priority at station areas was given to: – Pedestrians – Bicyclists – Transit Users (buses) – Private Vehicles (drivers and carpools) RMAG Status Report

9 Board Approved Funded Projects – Sunrise Valley Drive, add curb-abutted sidewalk on south side from Soapstone Drive to South Lakes Drive - - 5,000 feet – Sunrise Valley Drive, upgrade asphalt sidewalk on north side from Soapstone Drive to South Lakes Drive - - 4,500 feet – Wiehle Ave, upgrade to curb abutted sidewalk on west side from Sunrise Valley Drive to Station entrance - - 500 feet – Wiehle Ave and Isaac Newton Square South, add signalized crosswalks and median – Isaac Newton Square West and WO&D Trail, upgrade and add asphalt sidewalk on west side to Sunset Hills Road – Wiehle Avenue, add sidewalk along east side from Chestnut Grove Square to North Shore Drive (south) - - in design RMAG Status Report

10 Improvements Required by Record of Decision – Additional left turn lane from Wiehle Ave northbound at station entry – Additional left turn lane from DTR eastbound ramp at Wiehle Ave and the addition of interim bus bays – Widen Sunset Hills Rd from Wiehle Ave to Isaac Newton Sq and install left turn lane from Sunset Hills Rd westbound to Isaac Newton Sq (south) – New entry from Isaac Newton Sq (south) into station area – Intersection and pedestrian improvements at Wiehle Ave and Sunset Hills Road – Improvements to right turn lane from Sunrise Valley Dr (westbound) to Wiehle Ave (northbound)

11 RMAG Status Report Project Funding for RMAG Recommendations – Total RMAG funding requirement is approximately $111 million Roadway improvements:$74 million Pedestrian/bike improvements:$29 million Transit improvements:$ 8 million – Currently $4 million in Congestion Mitigation and Air Quality (CMAQ) fund for the previously mentioned projects – $21 million in Regional Surface Transportation Program (RSTP) funds are programmed through FY 2017 for additional RMAG projects – Future redevelopment in the Reston area may generate developer contributions toward the RMAG projects – Additional federal, state, regional and local funding opportunities will be explored as they become available
