1 Delivering as One Country-Led Evaluation Kigali - October 2009 United Republic of Tanzania

2 Purpose of Country-Led Evaluation The evaluation is formative in that it will: oobtain knowledge on the relevance, effectiveness and efficiency, sustainability, of DaO in Tanzania; oAssess progress made towards implementing DaO, record achievements, identify areas for improvement and remaining challenges and distil lessons; oMake recommendations to improve the progress and performance of DaO.

3 Key Evaluation Questions (1) The key evaluation questions have been developed with reference to the DaO Strategic Vision Objectives and the formative nature of the evaluation.

4 Key Evaluation Questions (2) The key evaluation questions ask: oHow relevant, effectively and efficiently have the DaO initiatives been in progressing towards or achieving the Strategic Vision Objectives? oWhat are the major factors influencing progress?

5 Key Evaluation Questions (3) oHow sustainable is the progress made and achievements already realized? oTo what extent, do stakeholders perceive the UN in Tanzania to be operating differently, and how differently, than before the DaO initiative commenced? oWhat key actions can the GoT, UN in Tanzania, regionally and at HQs, and DPs take to improve the implementation and performance of Delivering as One?

6 Evaluation Management Group

7 Secretariat A Secretariat will be established to support the EMG to commission and manage the country-led evaluation. The Secretariat will comprise the MoFEA member (as per the current JSC Secretariat), a consultant recruited by the Resident Coordinators Office (RCO) together with an additional donor staff member to assist with the specific task of completing the evaluation

8 Tendering Process o EMG will commission the tender; o UNDP Development Support Services will manage the tendering process (instead of using national systems to allow for a faster process) ; o Secretariat (Chair MOFEA, DPs, M&E consultant) will assess tender and make recommendations to EMG; o EMG will approve the preferred tenderer

9 Consultancy Firm Open international tender will be advertised for consultancy firms (specs: 2 international and 1 national expert) Benefits include: oConsultancy firms have internal quality assurance mechanisms; oTherefore assist with ensuring independence; oWill create less work for the EMG and Secretariat than hiring individuals would

10 Timeframe Key events include: Nov-Dec 2009: Advertising tender and selection; Jan 2010: Contracting of preferred tenderer; Feb – Mar 2010: Evaluation completed 1st week Apr 2010: EMG approves final report; Apr 2010: Synthesis Report prepared from all DaO Pilots; Apr - May 2010: DaO Conference in Hanoi.
