2 Goals for Supporting International Teachers To provide dedicated staff and legal expertise to support immigration employment requirements. To provide regular, systemic communication regarding specific employment information to our international teachers. To collaborate with the Baltimore Teachers Union in supporting the needs and concerns of international teachers. 2

3 International Teachers Process for Labor Market Test Prepared job descriptions and minimum requirements for the position being offered. 30 to 45 DAY REVIEW Placed a 30-day online job order with the State Workforce Agency. Ran two (2) Sunday advertisements in The Sunday Sun and Career Builder.com Posted a job notice at the location of employment for at least 10 consecutive business days. Posted an ad on Cable Channel 77 Posted an ad on one university campus 60 DAY RECRUITMENT CYCLE Reviewed resumes and conducted interviews to evaluate interested applicants. 30 DAY APPLICANT EVALUATION 2. Recruitment Next step includes preparation of a recruitment report for the US Department of Labor that describes the market test results. Given the results of the market test, the district will determine next steps. Baltimore City Schools and the Office of Human Capital must test the labor market according to Department of Labor (DOL) regulations to show that there is a shortage of U.S. workers to fill a particular position. As required by federal law, a market test was conducted to advertise and recruit applicants through a series of steps. 4 Permanent Residency Applications The permanent residency application process takes approximately 18 months. City Schools completed the federally mandated market test on March 30, 2012. Based on the results of the market test, City Schools will pursue permanent residency applications where all legal requirements can be met in the following certification areas: Biology Special Education Chemistry Mathematics Computer Science Physics Annually, City Schools will perform a market test to support future PERM applications (2014-2017) 4

6 Criteria for PERM eligibility (Program Electronic Review Management system for the Permanent Labor Certification Program) Review of Annual Performance Evaluation for school year 2009-2010 and 2010-2011. Review of mid-year performance evaluation for school year 2011-2012. Valid MSDE teaching certificate. Other Considerations:  Attendance  Past disciplinary action  Specialized teaching areas (e.g. specialized special education programs) Teachers selected for PERM applications will be required to sign a two year employment contract. 6

7 Next Steps Individual consultations will be provided to teachers whose 6 th year on a visa expires in 2013. Visas will continue to be renewed 30 to 60 days before expiration as long as the teacher can complete a full academic year of employment. Mid-year resignations will no longer be honored for teachers who reach 6 years between 2014-2017. City Schools will conduct a market test every September for the cohort reaching 6 years the following year. 7
